Theories of International Responsibility Law
There is no issue more central to a legal order than responsibility, and yet the dearth of contemporary theorizing on international responsibility law is worrying for the state of international law. The state is no longer the sole player in public action: it is now obliged to interact with civil society, the private sector and populations. This transition from "government" (a state monopoly) to "public governance" (public action with a plurality of actors) implies a certain repositioning. It is in the new relationship between the state and societies that the exercise of political power is called upon to find coherence and to restructure the legitimacy of the state. This diagnosis was the starting point for the reflections contained in this work. It explores both the ground on which processes of communication unfold and the political configurations implied in communication processes. This two-pronged approach questions the preoccupation in Indian scholarship with the `deployment` of communication technology, and the `impact` of mass media, and suggests a repositioning of `communication` as an interdisciplinary domain of enquiry.
