Among the issue explored are the following: motivation, mobility, and flexibility in the labour market; effect of contractualisation on public accountability and responsibility; effect on the individual's statutory relationship under social security; whether and to what extent the conditions on which one country successfully introduces contractualisation apply to other countries; and, the unemployed individual as 'contract partner': What conditions can he or she set? The analyses focus on experience with contracts as service deliverance in the labour markets of eight countries: Australia, the United Kingdom, The Netherlands, Belgium, France, Germany, and Finland. Because a certain measure of experience has already been built up by governments, providers, and clients, now is the time to try and learn form good as well as bad practices in order to build coherent institutional frameworks to help the unemployed
All over the world countries face the challenge of inadequate social security coverage for workers without an employment contact. In countries of the global south, this phenomenon is a natural consequence of large informal economies. Countries in the global north increasingly witness the same issue, due to growing labour market flexibility (flex contracts, dependent self-employment, digitization of labour). In this book authors from both hemispheres exchange insights, experiments and practices with the intention of finding better ways to deal with the social security challenges facing workers.

Until recently, studies of changes in the welfare state have tended to focus on transformations in the nature of social policies and their level of generosity. The New Governance of Welfare States in the United States and Europe concentrates on an often overlooked dimension: territorial and governance transformations. Employing detailed case studies and more than seventy-five interviews, Mariely López-Santana captures how a variety of postindustrial countries across both sides of the Atlantic have transformed the postwar organization of their labor market policy settings through decentralization, centralization, and delegation reforms. The wide-ranging European perspectives brought together in this volume aim to analyse, by means of an interdisciplinary approach, the numerous implications of a massive shift in the conception of ‘work’ and the category of ‘worker’. Changes in the production models, economic downturn and increasing digitalisation have triggered a breakdown in the terms and assumptions that previously defined and shaped the notion of employment. This has made it more difficult to discuss, and problematise, issues like vulnerability in employment in such terms as unfairness, inequality and inadequate protection. Taking the ‘deconstruction of employment’ as a central idea for theorising the phenomenon of work today, this volume explores the emergence of new semantic fields and territories for understanding and regulating employment. These new linguistic categories have implications beyond language alone: they reformulate the very concept of waged employment (including those aspects previously considered intrinsic to the meaning of work and of being ‘a worker’), along with other closely associated categories such as unemployment, self-employment, and inactivity.
