Defendemos que a reação legítima e válida a um ataque terrorista deve ser constitucionalmente fundada, subordinada a um Direito Penal não funcionalizado à segurança e construído a partir do valor da Dignidade da Pessoa Humana, critério último de legitimidade de todo o poder político legítimo.
