The Missouri Division of Finance--the First 100 Years
Earliest European settlers had business arrangements which amounted to banking before Missouri became part of the United States. When Missouri became a Territory the Territorial Assembly authorized two state-chartered banks (Bank of Saint Louis, 1813) and (Bank of Missouri, 1816). These early banks had enumerated powers, with penalties, but no examinations or regulations. In 1856 a law provided for a Bank Commissioner, but was abolished in 1866, when the State ceased issing bank charters. The State resumed chartering baniks in 1877, but again no examinations.
