From Desolation to Reconstruction

Iraq’s streets are unsafe, its people tormented, and its identity as a state challenged from within and without. For some, Iraq is synonymous with internal hatred, bloodshed, and sectarianism. The contributors to this book, however, know another Iraq: a country that was once full of hope and achievement and that boasted one of the most educated workforces in its region—a cosmopolitan secular society with a great tradition of artisans, poets, and intellectuals. The memory of that Iraq inspired the editors of this volume to explore Iraq’s current struggle. The contributors delve into the issues and concerns of building a viable Iraqi state and recognize the challenges in bringing domesti...

America's 400th Anniversary

From Book's Foreword: It is our privilege to submit the Final Report of the Jamestown 400th Commemoration Commission, created by Act of Congress (Public Law 106-565) and signed into law by the President of the United States on December 23, 2000. Our report summarizes the extraordinary story of America's 400th Anniversary, an 18-month program of commemorative activities and events that afforded Americans the opportunity to honor their nation's beginning at Jamestown and reflect upon the vision and values that define the world's oldest republic. The anniversary program was a resounding success. We wish to express our appreciation to the President and the Congress, and ultimately the American P...

Backpacks Full of Hope

Backpacks Full of Hope: The UN Mission in Haiti describes the experience of a Chilean general as Deputy Force Commander of the United Nations Stabilization Mission in Haiti (MINUSTAH) during the particularly turbulent year September 2005 to September 2006. It details the realities of commanding more than 7,000 men from eleven countries while working to fulfill the mandate of the United Nations in Haiti—to ensure a secure and stable environment, to support the transitional government in a democratic political process, and to promote and protect the human rights of the Haitian people. Despite the enormous challenges of a complex scenario that included local violence and extreme poverty, the UN command succeeded in its mission, stabilizing the local situation and paving the way for Haiti to hold a presidential election. Originally published as Mision en Haiti, con la mochila cargada de esperanzas, this work provides a new audience with insight on the peace operation and sheds light on the long-term endeavour of civilians, military, and local and international agencies to support Haiti’s path to prosperity. War reparations have been large and small, repaid and defaulted on, but the consequences have almost always been significant. Ever since Keynes made his case against German reparations in The Economic Consequences of the Peace, the effects of transfer payments have been hotly debated. When Nations Can't Default tells the history of war reparations and their consequences by combining history, political economy, and open economy macroeconomics. It visits often forgotten episodes and tells the story of how reparations were mostly repaid - and when they were not. Analysing fifteen episodes of war reparations, this book argues that reparations are unlike other sovereign debt because repayment is enforced by military and political force, making it a senior liability of the state.

Was the war in Iraq, our first preemptive war, justified? Is it possible Iraq, while suffering through eleven years of economic sanctions, could have so thoroughly rebuilt its military after its disastrous defeat in 1991 to be a military threat to the United States? Is it possible rearmament on such a scale, had it occurred, could have been kept hidden? Despite the several Iraqi efforts, made months before the war started, to refute the Administration’s claims they had weapons to hide, despite the many indications they were right, we still went to war. Why? To free us of this imminent danger, to avenge 9/11, Why?

Elections in Dangerous Places

From Afghanistan and Iraq to Haiti, Cote d'Ivoire, and Egypt, ill-timed, fraudulent, or poorly managed elections have led to discord, violence, and even regime change. While much of the international community views elections as a critical milestone in the stabilization of war-torn societies,Elections in Dangerous Placesshows how flawed elections can act as democracy in reverse and diminish political legitimacy and stable governance. Through a series of frank and incisive case studies of conflicted countries, contributors' chapters challenge the centrality and timing of elections as a key pillar of reconstruction at a war's end. They underline the dangers in rushing elections, compromising p...
