In this vivid ethnography, Harri Englund investigates how ideas of freedom impede struggles against poverty and injustice in emerging democracies. Reaching beyond a narrow focus on the national elite, Prisoners of Freedom shows how foreign aid and human rights activism hamper the pursuit of democratic citizenship in Africa. The book explores how activists’ aspirations of self-improvement, pursued under harsh economic conditions, find in the human rights discourse a new means to distinguish oneself from the poor masses. Among expatriates, the emphasis on abstract human rights avoids confrontations with the political and business elites. Drawing on long-term research among the Malawian poor, Englund brings to life the personal circumstances of Malawian human rights activists, their expatriate benefactors, and the urban and rural poor as he develops a fresh perspective on freedom—one that recognizes the significance of debt, obligation, and civil virtues.
In the Shadow of Good Governance traces the implementation of the good governance agenda in Malawi from the loan documents signed by the representatives of the government and the Bretton Woods institutions to the individual experiences of civil servants who responded in unforeseen ways to the reform measures. Ethnographic evidence gathered in government offices, neighbourhoods and the private homes of civil servants living in Malawi’s urban and peri-urban areas undermines the common perception of a disconnect between state institutions and society in Africa. Instead, the book presents a comprehensive analysis of civil servants’ attempts to negotiate the effects of civil service reform and economic crisis at the turn of the 21st century.

Anchored in an empirically-grounded anthropology, this book explores the notion of governance in a non-normative way. It describes and analyses the institutional and political processes through which social actors and groups - be they state, private or 'third-sector' - contribute to the provision of public and collective goods or services. The book draws on case studies from Anglophone and Francophone Africa, crossing anthropological traditions that have too often evolved in parallel directions and dealing with a range of topics such as health, water supply, sanitation and waste management, security, humanitarian aid, land issues and decentralisation. Beyond African boundaries, it contributes to current debates about governmentality, public policy, subject making, public/private boundaries, and the role of the state.
Today international development policy is converging around ideas of neoliberal reform, democratisation and poverty reduction. What does this mean for the local and international dimensions of aid relationships?The Aid Effect demonstrates the fruitfulness of an ethnographic approach to aid, policy reform and global governance. The contributors provide powerful commentary on hidden processes, multiple perspectives or regional interests behind official aid policy discourses. The book raises important questions concerning the systematic social effects of aid relationships, the nature of sovereignty and the state, and the working of power inequalities built through the standardisations of a neoliberal framework. The contributors take on new challenges to anthropology presented by a ‘global aid architecture’ which no longer operates through discrete projects but has moved on to sector wide approaches, budgetary support and other macro-level instruments of development; but they remain faithful to the fieldwork methodology that is anthropology’s strength and the source of rare insight.
