Is It Time to Let Meritocracy Go?

Despite meritocratic claims of equal opportunity, official statistics released by the Ministry of Education, Singapore, reveal that a large segment of the Malay population has sustained the lowest academic achievement from 1987 to 2011. This statistical representation raises the possibility of a politically induced, systemic inequality as a point of investigation. To investigate this seeming contradiction between the rhetoric and practice of equal educational opportunity, Nadira Talib analyses education policies by drawing on a synthesis of philosophical perspectives and critical discourse analysis as a way of making explicit how the historical constitution of the learner is linked to the legitimisation of inequitable education policies that favour corporatist practices. By making explicit how the underlying assumption of the policy ‘logic’ that increasing expenditure on ‘talents’ must necessarily involve the increasing welfare of everybody is both unsubstantiated and arbitrary, the book presents a moral political problem in demonstrating how education policies are unfounded and unsupported through the idea of meritocracy.

It is also timely because leadership is regarded as a vital element in the Government’s ambitious educational reform agenda. The book is edited by a world leader in this field and includes contributors with deeply embedded understanding of the Malaysian schools’ context, based on engagement with policy, practice and research. The book addresses major aspects of school leadership, including instructional and distributed leadership, the role of the principal, the work of senior and middle leaders, professional learning communities, leadership and student outcomes, and leadership preparation. This book is essential reading for postgraduate students and researchers interested in educational leadership and management, and school reform, in an Asian context. It is also recommended for school leaders wishing to engage with policy, practice and research.

English is the most widely taught and learned language in the world and is used for communication among speakers from different language backgrounds. How it can be effectively taught and learned, what English means to, and how it can be "owned" by, non-native speakers of English in Asia and elsewhere, are all issues that warrant contemplation. This edited collection addresses these issues and more by looking at a wide range of topics that are relevant and timely in contexts where English is taught as a foreign language. The authors offer novel perspectives gleaned from theory and actual practice that can inform English language teaching in Asia and beyond. This book will be of interest to researchers, policymakers, curriculum developers, and practitioners in the field of English teaching and learning.

The relationship between teacher education and internationalization is often regarded as one that has just begun, sparked by globalization and its knowledge economy. This book questions such an assumption by arguing that although contemporary demands on teacher education have intensified the need for internationalization, teacher education and internationalization have a deep and complex relationship, which is context dependent and has developed differently over time. This book urges its readers to question and rethink overly nationalistic approaches to teacher education. It shows how the internationalization of teacher education could be used as a strategic tool to support sustainable educa...

Focusing on Singapore’s education system from an equity perspective, Chiong’s book describes the often unheard perspectives of socio-economically disadvantaged families in Singapore. The performance of Singaporean students on international education benchmarking tests has been widely recognised. Relatively less known is how socio-economically disadvantaged families negotiate Singapore’s highly competitive, stratifying and meritocratic system. Yet, families’ perspectives can provide crucial insight in understanding how policy is ‘lived’ and experienced, and its effects on people’s lives. Drawing on 72 interviews with 12 families, this book traces the development of surprisingly ...

This book problematises contemporary realities of the political dimension of the privatisation of higher education in Bangladesh. By exploring the complexities of neoliberalism as an economic and ideological doctrine, a mode of governance, and as a policy package, it considers the ‘post’ attached to and hyphenated with ‘colonialism’ as more aspirational than achieved. Based on an interdisciplinary study involving contemporary theories from political and social sciences, economics, and the socio-economics of education, the book explores the unique ways in which Bangladeshi higher education has evolved over the past four decades, and the complex politics behind its privatisation. Throu...

This book is an up-to-date critical examination of schooling in Japan by an expert in this field. It focuses on developments in the last two decades, with a particular interest in social justice. Japan has experienced slow economic growth, changed employment practices, population decline, an aging society, and an increasingly multi-ethnic population resulting from migration. It has faced a call to respond to the rhetoric of globalization and to concerns in childhood poverty in the perceived affluence. In education we have seen developments responding to these challenges in national and local educational policies, as well as in school-level practices. What are the most significant development...
