Chemical Regulation: Options for Enhancing the Effectiveness of the Toxic Substances Control Act
Congress passed the Toxic Substances Control Act (TSCA) in 1976, authorizing the EPA to obtain info. on the risks of industrial chemicals and to control those that EPA determines pose an unreasonable risk. However, EPA does not have sufficient chemical assessment info. to determine whether it should establish controls to limit public exposure to many chemicals that may pose substantial health risks. There should be statutory changes to provide EPA with authority to obtain health and safety info. from the chemical industry. This testimony addresses EPA's options for: (1) obtaining info. on the risks posed by chemicals to human health and the environ.; (2) controlling these risks; and (3) publicly disclosing info. provided by chemical co. under TSCA.
Nanotechnology
Nanotechnology involves the ability to control matter at the scale of a nanometer -- one billionth of a meter. The world market for products that contain nanomaterials is expected to reach $2.6 trillion by 2015. This report: (1) identified examples of current and potential uses of nanomaterials; (2) determined what is known about the potential human health and environmental risks from nanomaterials; (3) assessed actions EPA has taken to better understand and regulate the risks posed by nanomaterials as well as its authorities to do so; and (4) identified approaches that other selected national authorities and actions U.S. states have taken to address the potential risks associated with nanomaterials. EPA Chemical Assessments: Process Reforms Offer the Potential to Address Key Problems
The EPA Integrated Risk Info. System (IRIS) contains EPA's scientific position on the potential human health effects of exposure to more than 540 chemicals. Toxicity assessments in the IRIS database constitute the first two critical steps of the risk assessment process. Thus, IRIS is a critical component of EPA's capacity to support scientifically sound environmental decisions, policies, and regulations. This testimony discusses: (1) the findings from a March 2008 report ¿Chemical Assessments: Low Productivity and New Interagency Review Process Limit the Usefulness and Credibility of EPA's Integrated Risk Info. System¿ and related testimonies; and (2) a preliminary evaluation of the revised IRIS assessment process EPA issued on May 21, 2009.
