Since the 2016 Nuclear Security Summit, countries have continued to take measurable steps to improve nuclear security, from requiring protections against cyber attacks to launching programs to strengthen security culture in nuclear organizations. But momentum is slowing, raising serious doubts as to whether national leaders are fulfilling their commitment to continue to make nuclear security a priority. High-level political attention to nuclear security and overcoming obstacles has largely faded, international mechanisms for fostering nuclear security action and cooperation have not managed to fill the gap created by the absence of nuclear security summits, and political disputes continue to...

The Obama administration has proposed steep cuts in funding for improving security for dangerous nuclear materials, cuts which, if approved, would slow progress toward preventing the essential ingredients of nuclear bombs from falling into terrorist hands. This report reviews funding trends over the past four years and describes how the proposed cuts would delay nuclear and radiological material removals, research reactor conversions, and other important work. They recommend that Congress should act to reduce the scale of the proposed cuts by at least $100 million, and should consider other substantial increases in funding for nonproliferation programs. They call on the administration to increase its nuclear security budget request for the next fiscal year, and to adopt as a principle that no effort that shows promise of offering a significant and lasting reduction in the risk of nuclear terrorism should be slowed by lack of funds.

The Oxford Handbook of Nuclear Security

The Oxford Handbook of Nuclear Security provides a comprehensive examination of efforts to secure sensitive nuclear assets and mitigate the risk of nuclear terrorism and other non-state actor threats. It aims to provide the reader with a holistic understanding of nuclear security through exploring its legal, political, and technical dimensions at the international, national, and organizational levels. Recognizing there is no one-size-fits-all approach to nuclear security, the book explores fundamental elements and concepts in practice through a number of case studies which showcase how and why national and organizational approaches have diverged. Although focused on critiquing past and curre...
