Responding to the Educational Needs of Post-school Youth

The research reflected in this volume indicates that in South Africa there are almost three million youth between the ages of 18 and 24 who are not in education, training or employment - a situation which points not only to a grave wastage of talent, but also to the possibility of serious social disruption. The authors in this work paint a picture of the enormous reservoir of human talent which exists in the country, but is not provided with the means to develop. Responding to the Educational Needs of Post-School Youth attempts not only to sketch the scope and extent of the current post-school educational crisis, but also to explore possible solutions through collaboration in the higher education sector. The findings reported here are a result of three distinctive but linked research components conducted by the Further Education and Training Institute (University of Western Cape), the Centre for Higher Education Transformation, and the Southern Africa Labour and Development Research Unit (University of Cape Town). The research was funded by the Ford Foundation and the project conducted in consultation with the Department of Education.

"The rollout of the National Adolescent Friendly Clinic Initiative (NAFCI) serves as a natural experiment to study the causes and consequences of early teen child bearing. Geolinking residence histories to the rollout, we estimate that living near a NAFCI clinic during adolescence delayed early childbearing by 1.2 years on average. Adolescents who had access to NAFCI completed more years of schooling and, consistent with increased human capital investments, earn substantially higher wages as young adults. Children born to women who had access to youth-friendly services as teens show substantial health advantages, indicating a strong intergenerational benefit of delayed childbearing."--Page [i].

"In the absence of South African longitudinal data for the ten years post apartheid, national cross-sectional household survey data is frequently used to analyse change over time. When these data are stacked side-by-side however, they reveal inconsistencies both in trends across time and between the household and person level data. These inconsistencies can introduce biases into research which analyse change. This study calculates a new set of person and household weights for the October Household Surveys between 1995 and 1999 and the Labour Force Surveys between 2000 and 2004. A cross entropy estimation approach is used. This approach is favoured because the calculated weights are similar to the initial sample weights (and hence retain the survey design benefits) while simultaneously being consistent with aggregate auxiliary data. A consistent series of aggregates from the Actuarial Society of South Africa (ASSA) model and the 1996 and 2001 South African Census data are used as benchmarks. The new weights result in consistent demographic and geographic trends over time and greater consistency between person and household level data"--p. 1.

First longitudinal data ever collected on education in a national household survey in South Africa. This makes it possible to study transitions in and out of school and transitions across grades in ways that have never before been possible. This report analyzes NIDS Wave 1 and 2 data corresponding to the sections of the questionnaires that are most specifically related to education \2013Module C of the child questionnaire, Module H of the adult questionnaire, and Module E of the proxy questionnaire. While many of the questions in these modules are similar to questions on other national surveys, tracking the same individuals across time allows us to identify changes over time while controlling for individual level characteristics. NIDS collects schooling information at each wave and for intermediate years. As such, by wave 2 there is information on the respondent's grade and enrolment status for each year 2007 (the year before Wave 1) through 2010 (the year of Wave 2). In addition, the outcome for each year 2007 through 2009 is collected.
