The science and engineering enterprise has continued to evolve, responding over the last decade to increased economic globalization, a post-cold war military, federal budget fluctuations, and structural changes in the way science and engineering are conducted and innovations are adopted. This report suggests ways to revise the data collection activities of the Science Resources Studies Division (SRS) of the National Science Foundation to better capture the current realities of R&D funding and S&E human resources. The report's recommendations would improve the relevance of the data on graduate education, the labor market for scientists and engineers, and the funding and conduct of research and development, and thus better meet the data needs of policymakers, managers, and researchers.

Every industrialized country is concerned with maintaining an adequate supply of individuals interested in careers in science and technology, yet little is known about these efforts outside national borders. This book represents the proceedings of an international conference on Trends in Science and Technology Careers, held in Brussels in 1993. Organized at the behest of OSEP and the OIA Committee on International Organizations and Programs, in cooperation with the European Commission (DG XII) and in response to a resolution of the International Council of Scientific Unions, the conference identified international data on career trends, assessed the research base engaged in studying science and technology careers, and identified ways in which international organizations could promote greater interest in science and technology human resource development. The conference laid the groundwork for continuing international discussions about the best ways to study and promote careers in science and technology and national dialogues about the ways to integrate this knowledge into human resources policies.

In 2004, an ad hoc committee was charged with preparing this third report examining the most senior S&T appointments to federal government positions and updating the accompanying list of the most urgent S&T presidential appointments. Sufficient changes have occurred since the National Academies 2000 report on presidential appointmentsâ€"including the 2001 terrorist attacks, the anthrax deaths, the reorganization of homeland-security activities in the federal government, new developments in S&T, and concerns about the politicization of S&T decision making and adviceâ€"to warrant this new edition. In contrast with previous reports on the subject, this one covers not only presidential appointments to top S&T leadership positions but also the appointment of scientists, engineers, and health professionals to serve on federal advisory committees that focus on science-based policy or on the review of research proposals.
