OECD Study on the World Organisation for Animal Health (OIE) Observatory Strengthening the Implementation of International Standards
This OECD study provides a diagnostic of the current state of play of OIE standards and of the data collection mechanisms that are (or may be) used to gather information on how they are implemented domestically. Based on this diagnostic, the OECD provides recommendations to support the OIE in establishing an Observatory to enhance the use and effectiveness of its standards.

The effective control of animal diseases and zoonoses requires co-ordinated policy action among countries. The World Organisation for Animal Health (OIE), an intergovernmental organisation, offers a comprehensive framework increasing transparency on animal disease status, strengthening national veterinary services, and facilitating safe international trade of live animals and animal products. To achieve these objectives, OIE Members adopt a number of voluntary normative instruments, commonly referred to as OIE's international standards. While the OIE works to support its Members in implementation, Members continue to face challenges in the use of these standards. This OECD study provides a diagnostic of the current state of play of OIE standards and of the data collection mechanisms that are (or may be) used to gather information on how they are implemented domestically. First International Conference of the OIE Reference Laboratories and Collaborating Centres, Florianopolis, Brazil, 3-5 December 2006
The 'OIE Global Network' of Reference Laboratories and Collaborating Centres is a key resource for the early and accurate diagnosis of animal disease pathogens and information pertaining to them. It provides expert support with the supply of science-based international reagents as well as the development of standards and guidelines for animal welfare and the food safety aspects of animal production, and recommendations for the prevention, detection and control of diseases such as zoonoses. The first international meeting of experts from 'OIE Reference Laboratories and Collaborating Centres' addressed the updating and setting of standards for methodologies in the fields of diagnostics, vaccine quality and biosecurity; the improvement of methods for internet networking, and the building of closer links between existing Reference Laboratories, Collaborating Centres and national and private veterinary laboratories. It demonstrated the need for OIE institutions to support developing and in-transition countries in facing current challenges and new threats linked to globalization and climate change through twinning, capacity building, and training programs.
OIE
The Office International des Epizooties (OIE) was created in 1924 by 28 countries.Nowadays 170 countries have joined the organisation. The founding countries wished to implement an international agreement that would enable them to work together to try to put an end to the epizootics that were devastating their livestock. In particular, they sought an undertaking from infected countries to inform the others in case of an important sanitary event, thereby enabling them to take protective action. They also wished to have information on the most effective methods of controlling the most dangerous animal diseases. Today, these objectives of sanitary and scientific information in the veterinary field are still among the priority missions of the organisation, both for diseases solely affecting animals and those also transmissible to humans. The OIE issued standards, guidelines and recommendations which were designated as the international reference in the field of animal diseases and zoonoses. The site has links to official acts and to the basic text. It has a site for validation and certification of diagnostic assays.
