O desafio proposto nesta obra é ocupar-se analiticamente do tema da proteção da biotecnologia, conferindo um tratamento que possibilite o entendimento de seus mecanismos de funcionamento, buscando sistematizar, reunir e religar as diversas normas jurídicas que delineiam o quadro regulador da biotecnologia no Brasil. La investigación indaga sobre el eventual reconocimiento de la potestad reglamentaria a las comisiones de regulación en los servicios públicos domiciliarios y de telecomunicaciones y sobre el esclarecimiento de cuál sería su alcance y contenido. Para ello hay que partir del análisis de las controversias surgidas en la doctrina y en la jurisprudencia, controversias debidas en buena parte a la ambigüedad del concepto y naturaleza de las comisiones de regulación, así como del contenido y naturaleza de sus funciones.
