Dalam hal ini manajemen peyanan public jugahal yang tidak dapat dipisahkan dari sebuah sistem pemerintahan. Jika satu komponennya lemah, maka kinerja sistem akan menurun atau tidak optimal. Dengan perspektif demikian, kinerja subsistem upaya pengoptimalan system pemerintahan akan sangat tergantung dengan kinerja subsistem lainnya, demikian pula sebaliknya. Peningkatan kinerja subsistem upaya pengoptimalan system pemerintahan tidak akan banyak manfaatnya jika kinerja manajemen pelayanan publik tidak ditingkatkan.
