The international politics of the Middle East

This electronic version has been made available under a Creative Commons (BY-NC-ND) open access license. This text aims to fill a gap in the field of Middle Eastern political studies by combining international relations theory with concrete case studies. It begins with an overview of the rules and features of the Middle East regional system—the arena in which the local states, including Egypt, Turkey, Iran, Israel and the Arab states of Syria, Jordan and Iraq, operate. The book goes on to analyse foreign-policy-making in key states, illustrating how systemic determinants constrain this policy-making, and how these constraints are dealt with in distinctive ways depending on the particular d...

In 1997 Turkey and Syria were on the brink of war, engaged in a very real power struggle. Turkey was aligned with Syria's main enemy, Israel, and there were seemingly intractable differences on the issues of borders, the sharing of river waters and trans-border communities. In less than a decade, relations were transformed from enmity to amity. Border issues and water sharing quarrels were moving towards amicable settlement and the two states' policies toward the Kurdish issue converging. Turkey undertook to mediate the Syrian-Israeli conflict and close political and economic relations were developing rapidly between the two states. Yet, with the Syrian Uprising, relations returned to enmity...

This study examines the development of the Syrian state as it has emerged under thirty-five years of military-Ba'thist rule and, particularly, under President Hafiz al-Asad. It analyzes the way in which the fragility of the post-independence state, unable to contain rising nationalist struggle and class conflict, opened the way to the Ba'th party's rise to power and examines how the Ba'th's 'revolution from above' transformed Syria's socio-political terrain.

Syria and Iran

It has been the dominant view that both Syria in the 1980s and Iran today have acted as rogue states in the Middle East threatening to upset the stability of the region. In this innovative new study, Anoushiravan Ehteshami and Raymond Hinnebusch show that these two countries have in fact acted in a rational fashion pursuing the aim of containing Western influence. This book demonstrates how Syrian foreign policy resembles the "rational actor" model and Iran's rational factions in government guide its diplomacy. Syria and Iran's foreign policies are shown to be conventional ones, of "realist" diplomacy with their pursuance of a balance of power and spheres of influence. Their alliance with each other is also closely examined and found to be defensive in nature. Syria and Iranillustrates how these two countries, and their alliance, forms an integral part of the balance of power in the Middle East. It is an exciting contribution to the study of the region, and its application of international relations concepts will be welcomed by those studying this area.

Syria and the Middle East Peace Process

In Syria and the Middle East Peace Process, Alasdair Drysdale and Raymond A. Hinnebusch, two noted Middle East scholars, present the first detailed examination of Syria's role in the long struggle for an Arab-Israeli peace. They paint a surprising portrait of a county whose power is out of proportion to its size, economy, and resources. They explore the reasons behind this phenomeno most importantly, the Machiavellian brilliance of its leader, Hafez al-Asad. The authors address the origins of the Asad regime, Syrias strategy toward its Arab neighbors, its conflict with Israel, and the history of its relationships with the Soviet Union and the United States. The authors argue forcefully that Syrian involvement is vital in an effort to resolve the Arab-Israeli conflict.

The State and the Political Economy of Reform in Syria

This volume explores the development of Syria's political economy under the Ba'th, particularly the role of the state in facilitating or obstructing economic development. Raymond Hinnebusch provides a brief overview of the literature and debates on the issue. His examination of Syria's political economy under populism (1963-2000) is followed by Soren Schmidt's analysis of the post-populist period since 2000.
