Report of the Animal Procedures Committee for 2009
The report covers the work in 2009 of the Animal Procedures Committee and its various sub-committees. A large proportion of the Committee's time continues to be devoted to work on the revision of Directive 86/609, the legislative act of the EU that regulates the care and use of laboratory animals in the member states of the EU. The main events noted for the year were: responses to the House of Lords Inquiry into Revision of Directive EC 86/609; the Home Office consultation into the revision of Directive 86/609; receiving of French Delegation Parliamentary Working Party visit of OPECST; Audit of the APC appointments process; Cabinet Office Review of Non Departmental Public Bodies and visits to designated establishments. Anti-Vivisection and the Profession of Medicine in Britain
This book is open access under a CC BY 4.0 license. This book explores the social history of the anti-vivisection movement in Britain from its nineteenth-century beginnings until the 1960s. It discusses the ethical principles that inspired the movement and the socio-political background that explains its rise and fall. Opposition to vivisection began when medical practitioners complained it was contrary to the compassionate ethos of their profession. Christian anti-cruelty organizations took up the cause out of concern that callousness among the professional classes would have a demoralizing effect on the rest of society. As the nineteenth century drew to a close, the influence of transcendentalism, Eastern religions and the spiritual revival led new age social reformers to champion a more holistic approach to science, and dismiss reliance on vivisection as a materialistic oversimplification. In response, scientists claimed it was necessary to remain objective and unemotional in order to perform the experiments necessary for medical progress.
Voluntary Assisted Dying
Since the introduction of voluntary assisted dying in 2019, a ‘new moment’ in the governance of life and death has opened up within the Australian context. This new moment demands new questions be asked regarding the regime and its effects in this new era for law, health care and justice. This collection brings together critical perspectives on voluntary assisted dying itself, and on various practices adjacent to it, including questions of state power, population ageing, the differential treatment of human and non-human animals at the time of death, the management of health care processes through silent ‘workarounds’, and the financialisation of death. International Animal Research Regulations
Animals are widely used in neuroscience research to explore biological mechanisms of nervous system function, to identify the genetic basis of disease states, and to provide models of human disorders and diseases for the development of new treatments. To ensure the humane care and use of animals, numerous laws, policies, and regulations are in place governing the use of animals in research, and certain animal regulations have implications specific to neuroscience research. To consider animal research regulations from a global perspective, the IOM Forum on Neuroscience and Nervous System Disorders, in collaboration with the National Research Council and the Institute for Laboratory Animal Research, held a workshop in Buckinghamshire, UK, July 26-27, 2011. The workshop brought together neuroscientists, legal scholars, administrators, and other key stakeholders to discuss current and emerging trends in animal regulations as they apply to the neurosciences.
