The Well of Being
In this wide-ranging work, David Kennedy undertakes a philosophically grounded analysis of the history of childhood, the history of adulthood, and their interrelationship. Using themes and perspectives from the history of childhood, mythology, psychoanalysis, art, literature, philosophy, and education, the author locates the experience of childhood across all stages of the human life cycle, and thereby weighs its transformative potential for human culture. He offers a nuanced approach to child study that raises issues about how adults see children and how children see themselves, which could lead to a qualitatively different system of teacher preparation—a system that views the child as participant rather than object in the structure of social reproduction. This sweeping review of conceptions of and approaches to childhood yields a profound vision of what schooling should be like.
Regulating Local Government Financing Vehicles and Public-Private Partnerships in China
In this paper, we argue that there is much room for China to strengthen its regulatory framework for public-private partnerships (PPPs). We show that infrastructure projects carried out through local government financing vehicles (LGFVs) were largely unregulated PPPs, and significant fiscal risks have already manifested themselves. While PPPs can potentially provide efficiency gains, they can also be used by governments to circumvent budgetary borrowing constraints. Therefore, effective PPP regulation is key to delivering PPPs’ benefits while containing their potential fiscal risks. The authorities have taken concrete steps in order to establish a sound regulatory framework and foster a new generation of PPPs. However, to make the framework effective, we highlight a few issues to be resolved. Based on international best practice, we propose a four-pillar regulatory framework for China, which could be implemented gradually in three stages.

Public Private Partnerships for Transport Infrastructure
Public-private partnerships (PPPs) are an important vehicle for private participation in infrastructure investment, delivery and management. Renegotiations are an integral part of the PPP process but their prevalence varies markedly in different parts of the world. Renegotiations can be usefully employed to adjust the PPP contract to unforeseeable events, beyond the control of contractual parties. There is also a danger, however, that they will be used to change the initial balance of costs and benefits in the contract. The purpose of this report was to provide an overview of the nature of PPP renegotiations in different regions of the world and at different times to help understand when PPP contract renegotiations are desirable and when they are not. In general it is concluded that when contracts are set up well, renegotiations should be few and far between.

Approaches to the History of the Western Family 1500-1914
Over the past thirty years family history has been one of the most important and controversial growth areas in the development of social history. In this guide to the burgeoning literature on the Western family Professor Anderson reviews the main findings of historians and considers them in the light of the problems inherent in the interpretation of family history. He focuses particularly on the strengths and limitations of the different approaches that have been adopted, showing that although this variety of method has complicated matters, it has also produced a more rounded understanding of the history of the family.
