Track-II talks in the Middle East—unofficial discussions among Israeli and Arab scholars, journalists, and former government and military officials—have been going on since soon after the 1967 Six Day War and have often paved the way for official negotiations. This book, a unique collaboration of Israeli and Palestinian authors, traces the history of these unofficial meetings, focusing on those that took place in the 1990s beginning just after the Gulf War. These talks were carried on without media coverage, and this book is the first sustained account of what took place. It is the inside story—the authors themselves participated in some of these discussions and interviewed participant...

The political dimensions of the Arab-Israeli relationship have changed dramatically in recent years. Israel and its Arab neighbors have made remarkable progress toward resolving long-standing conflicts. In Nuclear Weapons and Arms Control in the Middle East, Shai Feldman considers whether these political breakthroughs have set the stage for agreements on controlling nuclear weapons in the region. He presents a richly detailed overview of the current situation and lays out an agenda for future efforts to reduce the risk of nuclear war in the Middle East.Feldman, whose background in strategic studies includes nearly two decades of research at Tel Aviv University's Jaffee Center for Strategic S...

Zion's Dilemmas

In Zion's Dilemmas, a former deputy national security adviser to the State of Israel details the history and, in many cases, the chronic inadequacies in the making of Israeli national security policy. Chuck Freilich identifies profound, ongoing problems that he ascribes to a series of factors: a hostile and highly volatile regional environment, Israel's proportional representation electoral system, and structural peculiarities of the Israeli government and bureaucracy.Freilich uses his insider understanding and substantial archival and interview research to describe how Israel has made strategic decisions and to present a first of its kind model of national security decision-making in Israel...

With its wealth of current, hard-to-find information, The Middle East Military Balance offers an authoritative and indispensable guide to military capabilities in the Middle East. Understanding the dynamics of these conflicts requires detailed information on the military capabilities of the region's countries. U.S.-Israeli Relations at the Crossroads

The dramatic global, regional and domestic changes that occurred after the unpredicted collapse of the Soviet Union have created a need to examine a host of theoretical and practical issues, particularly in regard to security and foreign relations. The U.S.-Israeli 'special relationships' is no exception. This seemed, and is still viewed as, one of the most solid and stable bilateral relationships. Yet the new international and domestic reality in both the U.S. and Israel warrants a thorough re-examination. The essays in this collection deal with, among other things, the general global setting and its implications for this relationship; with 'hard' strategic factors; and less tangible aspects, such as American images of Israel, the attitudes of other American religious denominations, and the situation of the American Jewish community.

Global security

This report is the first in a new series o global security matters. It focuses on the Government's policy to Israel, its Arab neighbours, Iraq and the increasing influence of Iran in the region. It also considers the role of other regional actors and the Government's broad approach the Middle East as a whole. There are a number of specific recommendations for each of the countries in the region, such as the need to start talking to Hamas. More generally it recommends that the Government should pay closer attention to the impact of its foreign policy in the Middle East and that it should publish a strategy paper with measurable targets for progress.
