As part of a 2002 collaborative agreement between the Cincinnati Police Department (CPD), the American Civil Liberties Union, and the Fraternal Order of Police, the RAND Corporation annually assesses whether the parties are achieving improving police-community relations in Cincinnati. CPD polices differently than it did in 2001. But without a concerted effort, black Cincinnati residents will likely remain less satisfied than whites with CPD.
Many rural communities have developed around highways or major county roads; as a result, the main street through small rural communities is often part of a high-speed rural highway. Highways and county roads are characterized by high speeds outside the city limits; they then transition into a reduced speed section through the rural community. Consequently, drivers passing through the community often enter at high speeds and maintain those speeds as they travel through the community. Traffic calming in small rural communities along major roadways is common in Europe, but the U.S. does not have experience with applying traffic-calming measures outside of major urban areas. The purpose of the ...
The Official Register is published annually to provide ready access to governing documents, statistics, and general information about ASCE for leadership, members, and staff. It includes the ASCE constitution, bylaws, rules, and code of ethics; as well as information about member qualifications and benefits; section and branch contacts; technical, professional, educational, and student activities; committee appointments; past and present officers; honors and awards; CERF/IIEC; the ASCE Foundation; and staff contacts. There are also sections with constitution, bylaws, and committees for Geo-Institute; Structural Engineering Institute (SEI); Environmental and Water Resources Institute (EWRI); Architectural Engineering Institute (AEI); Coasts, Oceans, Ports, and Rivers Institute (COPRI); Construction Institute (CI); and Transportation & Development Institute (T&DI).
Paved shoulders can help accommodate non-motorized vehicles, allow errant vehicles to recover, and effectively reduce crash numbers.
The UR:BAN MV project funded by the German Federal Ministry for Economic Affairs and Energy BMWi focused specifically on the user of future vehicle assistance and information systems. In the case of advanced driver assistance systems for urban areas, the primary emphasis is safety in combination with efficiency and comfort. Research institutes and automotive industry have investigated human-vehicle interaction and behaviour of different traffic participants. This book gives a unique and comprehensive insight into the results. Driver assistance and information systems were optimized for use in urban settings. Furthermore, innovative test regimes for controllability testing and new evaluation techniques like networked simulators and virtual reality test-beds are described including statistical methodologies.
The Center for Transportation Research and Education (CTRE) issued a report in July 2003, based on a sample study of the application of remote sensed image land use change detection to the methodology of traffic monitoring in Blackhawk County, Iowa. In summary, the results indicated a strong correlation and a statistically significant regression coefficient between the identification of built-up land use change areas from remote sensed data and corresponding changes in traffic patterns, expressed as vehicle miles traveled (VMT). Based on these results, the Iowa Department of Transportation (Iowa DOT) requested that CTRE expand the study area to five counties in the southwest quadrant of the ...
In 2002, the Cincinnati Police Department (CPD) joined with other agencies and organizations to improve police-community relations in the city. This report focuses on the analysis of racial disparities in traffic stops in Cincinnati. The authors find no evidence of racial differences between the stops of black and those of similarly situated nonblack drivers, but some issues can exacerbate the perception of racial bias.
