Dengan demikian, harus ada kebijakan kriminal secara non penal, yang salah satu jalur mengatasi berbagai masalah sosial adalah lewat kebijakan sosial, yang sesuai dengan pendapat G.P. Hoefnagels, termasuk dalam jalur pencegahan tanpa pidana. Pemikiran hukum yang dianggap penting dalam buku ini adalah adanya berbagai usul ide kebijakan kriminal secara penal dan secara non penal (yang dikaitkan dengan unsur sistem hukum) perihal eigen richting massa terhadap tersangka pelaku tindak pidana, untuk masa yang akan datang.
