Data on major Islamist terrorist plots in Britain reveal a physical and ideological terrorism pipeline between Britain and Pakistan. At least 27 of 87 convicted individuals were trained or sought training in Pakistan or Afghanistan. Homegrown Islamism is also a major threat: 18 individuals received terrorist training in Britain. Britain and the U.S. need to fight and win both the counterterrorism war and the broader war of ideas. The problem with Britain's program of contracting out through the Private Finance Initiative is not that it involves the private sector. Nor is PFI a form of privatization, although that term is often wrongly applied to it. The problem with PFI is that the British government has used it for reasons unrelated to delivering value for money. The government wanted to spend more than it collected in taxes and was willing to borrow. It turned to PFI to square this circle. The solution is not to reject contracting out, but to restrict it to the areas for which it is best suited. The government should preserve competition within it, avoid using it for any purpose other than improving the quality of the services the government delivers, account for it honestly, and recognize that it requires strong and effective administration precisely because it involves the government as a contracting partner. Britain and the U.S. should each learn from the other's experience, carry out the necessary investigations, and reform their contracting out practices.

Britain has administered the Islands peacefully and continuously since 1833, with the exception of the two months in 1982 when the Islands were invaded and illegally occupied by Argentine forces. The Obama Administration has backed Argentina's calls for a U.N.-brokered settlement for the Islands and so far has refused to recognize the outcome of the referendum. This policy poses serious risks to U.S. interests and is an insult both to Britain and to the rights of the Islanders.

The framework on which the U.N. Arms Trade Treaty (ATT), currently being negotiated, is likely to be based is clear: It will set out criteria that signatories must apply to proposed arms transfers and require them to decide whether the proposed transfer poses a risk under any of those criteria. But these criteria are likely to be ill defined, and the ATT's 'checklist' model differs fundamentally from the 'guidance' model that the U.S. currently employs. Worst of all, the ATT will enumerate criteria that will be easy to expand in ways that the U.S. cannot control. If the ATT is to exist, it should be based on a commitment by willing and democratic signatories to develop effective systems of border and export control.
