The Knowledge Triangle Programme
The Knowledge Triangle programme was initiated by the Nordic Council of Ministers in 2011 with the aim to study and promote knowledge transfer between innovation actors in academia, industry and public sectors of the Nordic countries. Networks of relevant actors were established in key thematic areas to facilitate a systematic and sustainable model of cooperation with the long-term ambition to stimulate economic growth in the Nordic countries. In 2012, the programme was extended to include both Nordic and Chinese innovation actors. This publication is a collective work of partners of the Knowledge Triangle programme and provides an overview of the Nordic and Sino-Nordic networks. The publication acts as a report of the programme and as a guide for academia, research institutions and businesses to discover new models to build a strong knowledge base and accelerate innovation processes.
The Governing-Evaluation-Knowledge Nexus
This Open Access book analyses the interplay between governing, evaluation and knowledge with an empirical focus on Swedish higher education. It investigates the origins, logics, and mechanisms of evaluation and quality assurance reforms and their dynamic interactions with institutional, national and European policy contexts. The chapters report findings from extensive empirical studies that offer detailed insight into the work of governing in higher education, by giving voice to actors at various levels and positions including the ministry, national agency and University employees. Central themes include the influence of European policy, changing system designs, media relations and quality assurance enactments in University institutions. The book also explores the ways in which an emerging professional cadre, labelled qualocrats, enacts and mediates evaluation and quality assurance policy and practice. Taken together, the expanding evaluation machinery in Swedish higher education highlights the pivotal role of knowledge as a governing resource, and points to special features of evaluation as a particular form of practice that makes knowledge work for governing.
Knowledge Infrastructure for the Fifth Freedom in the Baltic Sea Area
There is an outstanding window of opportunity to place the Nordic and Baltic Sea countries at the forefront of knowledge infrastructure for science and innovation. By fully mobilizing research, education, training, and innovation through the next generation information and communication technology (ICT), all countries involved are well-prepared to fulfill their economic, social, and environmental ambitions. The long-term benefits from leading the accelerating globalization of research and to lead the exploitation of disruptive technologies can hardly be overestimated. The knowledge infrastructure is the foundation for the effective realization of the free movement of knowledge - proposed by the European Union as the Fifth Freedom complementing the free movement of goods, capital, services, and persons. Fundamental to the Fifth Freedom are effective knowledge-sharing, well-coordinated research programs, mobility of competent researchers, and world-class research infrastructures.

The Unified Patent Court
The Committee has held the draft agreement on the UPC, to which there has been vehement opposition, under scrutiny since September last year. There is particular concern about the effect the agreement would have on small and medium sized businesses (SMEs) who are supposedly the main intended beneficiaries. The patent profession was overwhelmingly of the opinion that the current draft of the UPC Agreement would actually increase litigation costs for SMEs and be far more burdensome than the existing system in the UK. The overall aim of the UPC was to allow SMEs in particular to be able to obtain a single patent covering 25 countries at an affordable cost. However very few SMEs actually require protection in all 25 States and so cost savings would not be as great as was expected, and that litigation before the UPC was likely to be convoluted, expensive and protracted. The Committee says that it is vital that the UK Government adopts a strong position reflecting the concerns of practitioners in the final negotiations of the agreement, as well as calling for the Central Division of the UPC to be in London in order to mitigate the most damaging effects of a unitary EU-wide patent
