Wide Open

The rise of the Internet has made it possible for knowledge to be created and shared in ways that emphasise its character as a common good, rather than as something to be owned. In the world of open source programming, the computer software is distributed under licence, allowing users to change or share the software’s source code - the human readable version of a computer programme. This open and collaborative approach to creating knowledge has produced remarkable results, such as the Linux operating system and the web-based encyclopaedia Wikipedia. In defiance of the conventional wisdom of modern business, open source methods have led the main underlying innovations around the Internet. O...

Public engagement in policy making

In this report the Public Administration Select Committee (PASC) calls for a "wiki" approach to policy-making, where public opinion, ideas and contributions are sought and welcome at any and all stages of the policy cycle. The Government should be able to demonstrate that it has adopted this approach alongside ministerial leadership and responsibility for policy and its outcomes. All policy making carries risks: a lack of appetite for participation, disappointment arising from unrealistic expectations and the dominance of vested interests. Government must frankly assess and address these risks in relation to open policy making. Digital technology has a significant role to play in opening up ...

E-petitions

This report follows on from the Committee's report of May 2007, HC 513, session 2006-07 (ISBN 9780215034168). Both in that report and the Government's reply to it, support was expressed in principle for an e-petitioning system for the House of Commons. Historically it has always been seen as the right of every commoner to prepare and present petitions to the House of Commons in case of grievance and the House to receive and respond to them. The suggested scheme retains the direct involvement of constituency Members of Parliament in the petition procedure. It is proposed that: E-petitions are submitted via the Parliamentary website; if they comply with the House's rules, the petitioner's cons...

Vail

Vail

Prior to 1962, sheep ranchers and homesteaders occupied Gore Creek Valley. A sleepy place studded with aspen and pine groves, the valley lay ripe for discovery. Two men, Pete Seibert and Earl Eaton, had a dream to build the perfect ski area. Earl knew of a mountain, and they climbed No-Name Mountain in 1957. Although the mountain seemed unpretentious, when Pete reached the top and saw the treeless back bowls, he smiled at Earl. The men had found their mountain. That day, Vail was born. With the spirit of adventure, the dream shaped the mountain, the mountain shaped the village, and the village prospered. As American skiing grew, it became a sport and then a lifestyle, and Vail is now the largest ski resort in America. Winter is why people come and summer is why they stay. How this all happened in 50 years is a story of dreams, perseverance, creativity, and unforgettable people.

The Locust and the Bee

The recent economic crisis was a dramatic reminder that capitalism can both produce and destroy. It's a system that by its very nature encourages predators and creators, locusts and bees. But, as Geoff Mulgan argues in this compelling, imaginative, and important book, the economic crisis also presents a historic opportunity to choose a radically different future for capitalism, one that maximizes its creative power and minimizes its destructive force. In an engaging and wide-ranging argument, Mulgan digs into the history of capitalism across the world to show its animating ideas, its utopias and dystopias, as well as its contradictions and possibilities. Drawing on a subtle framework for und...
