Syria entered a new phase with the death of its long-serving leader, Hafiz al-Asad, and the accession of his son Bashar in 2000. While the new president has disappointed much of the hopes for political opening which he himself has created, Syria is clearly undergoing a process of change. The author analyses the factors of economic and political change in the country, and gives a portrait of its new leadership.

Syria under Asad has been one of the key regional powers of the Middle East. Though its political development has been a much-debated subject, there has been no comprehensive study in English of the country's political economy and its evolution since 1970 to the present day. Beginning with an account of economic development and of changing development strategies, Perthes discusses the factors which in the late 1980s precipitated a change in direction from the socialist orientation of the earlier Ba'thist years to "infitah" and a larger role for the private sector. He pays particular attention to class structure and class-state relations and examines the nature of the state, the political structure and the mechanisms and dynamics of political decision-making. Addressing the issue of the interplay between economic transformation and political change, Perthes argues that, although a shift in the power structure will not occur under Asad, his regime has created the institutions which will allow a reasonably smooth succession and a creation of a less personalized and more participatory political order.

War, Institutions, and Social Change in the Middle East

Few areas of the world have been as profoundly shaped by war as the Middle East in the twentieth century. Despite the prominence of war-making in this region, there has been surprisingly little research investigating the effects of war as a social and political process in the Middle East. To fill this gap, War, Institutions, and Social Change in the Middle East brings together an international and interdisciplinary group of scholars who explore the role of war preparation and war-making on the formation and transformation of states and societies in the contemporary Middle East. Their findings pose significant challenges to widely accepted assumptions and present new theoretical starting poin...

The Politics of Scientific Advice

Controversies over issues such as genetically engineered food, foot-and-mouth disease and the failure of risk models in the global financial crisis have raised concerns about the quality of expert scientific advice. The legitimacy of experts, and of the political decision-makers and policy-makers whom they advise, essentially depends on the quality of the advice. But what does quality mean in this context, and how can it be achieved? This volume argues that the quality of scientific advice can be ensured by an appropriate institutional design of advisory organisations. Using examples from a wide range of international case studies, including think tanks, governmental research institutes, agencies and academies, the authors provide a systematic guide to the major problems and pitfalls encountered in scientific advice and the means by which organisations around the world have solved these problems.

Based on the testimony of key players, "Syria: Neither Bread nor Freedom" recounts the drama of the "Damascus Spring" and its repression, and reveals what happens in a state like Syria to the institutions that occupy the political space between government and governed. From political parties to parliament; from the media to the judicial system and universities, the official veil of rhetoric and propaganda is lifted to reveal a system so demoralized and corrupted that power is wielded for no purpose but power itself; a system which, as Bashar al-Assad himself is discovering, is virtually incapable of reform.

Authoritarianism in Syria

State expansion caused the reorganization of social conflict, promoting intense polarization between radicals and conservatives, high levels of popular mobilization, and a shift in the preferences of the Ba'th from an accommodationist to a radically populist strategy for consolidating its system of rule."--BOOK JACKET.

Great Powers and Regional Orders explores the manifestations of US power in the Persian Gulf and the limits of American influence. Significantly, this volume explores both the impact of US domestic politics and the role played by the region itself in terms of regional policy, order and stability. Well organized and logically structured, Markus Kaim and contributors have produced a new and unique contribution to the field that is applicable not only to US policy in the Persian Gulf but also to many other regional contexts. This will interest anyone working or researching within foreign policy, US and Middle Eastern politics.
