Decentralization
First published in 1985, Decentralization provides an analytical framework for the comparative study of decentralization in contemporary systems of government. It discusses the structures and processes of all forms of decentralized government and administration, drawing on a wide range of states, developed and developing, capitalist and socialist. The book provides a comparative and theoretical treatment of a subject that for too long has been dealt with in a fragmented and ethnocentric fashion. Decentralization is examined from a theoretical perspective and the political demand for it is analysed. Four key universal themes are then explored: areas, intergovernmental relations, finance and institutions. Decentralization to small-scale communities is discussed and the special claims made for decentralization in developing countries are assessed. Examples are drawn from a wide range of countries throughout the world. The book is intended for courses in public administration, comparative government, urban studies and public policy. It will help both the student and the non-specialist understand an important and topical aspect of government everywhere.
The Principle of Sustainability
This book investigates how sustainability informs the universal principles used in domestic and international law. It calls for the acceptance of sustainability as a recognized legal principle which could be applied to the entire legal system rather than just environmental law and regardless of its international or domestic levels. To this end, the book makes a contribution to a theory of global law by discussing whether, as a universally shared concern, environmental protection and the principle of sustainability should contribute to the 'greening' of the fundamental principles of law and governance. The 'Local Turn' in Peacebuilding
Contemporary practices of international peacebuilding and post-conflict reconstruction are often unsatisfactory. There is now a growing awareness of the significance of local governments and local communitites as an intergrated part of peacebuilding in order to improve quality and enhance precision of interventions. In spite of this, ‘the local’ is rarely a key factor in peacebuilding, hence ‘everyday peace’ is hardly achieved. The aim of this volume is threefold: firstly it illuminates the substantial reasons for working with a more localised approach in politically volatile contexts. Secondly it consolidates a growing debate on the significance of the local in these contexts. Thirdly, it problematizes the often too swiftly used concept, ‘the local’, and critically discuss to what extent it is at all feasible to integrate this into macro-oriented and securitized contexts. This is a unique volume, tackling the ‘local turn’ of peacebuilding in a comprehensive and critical way. This book was published as a special issue of Third World Quarterly.

Peacebuilding and Local Ownership
This book explores the meaning of local ownership in peacebuilding and examines the ways in which it has been, and could be, operationalized in post-conflict environments. In the context of post-conflict peacebuilding, the idea of local ownership is based upon the premise that no peace process is sustainable in the absence of a meaningful degree of local involvement. Despite growing recognition of the importance of local ownership, however, relatively little attention has been paid to specifying what precisely the concept means or how it might be implemented. This volume contributes to the ongoing debate on the future of liberal peacebuilding through a critical investigation of the notion of local ownership, and challenges conventional assumptions about who the relevant locals are and what they are expected to own. Drawing on case studies from Bosnia, Afghanistan and Haiti, the text argues that local ownership can only be fostered through a long-term consensus-building process, which involves all levels of the conflict-affected society. Civil war conflict is a core development issue.
