As director-general of Statistics, and afterwards President of a Commission for recasting the educational system of India, his success was undeniable. The complicated arrangements for producing the Statistical Account of Bengal, the Imperial Gazetteer, and an entire library of other works, were carried through by him without a hitch or a lawsuit, and he had a faculty which is displayed only by born leaders of mankind.
