The global economic crisis that began in 2007 has posed huge challenges for European citizens and governments. The crisis has shown that the financial sector has not been adequately regulated and supervised, that governments and individuals have overspent, and that European economies are suffering from structural problems. This book, a collaboration between the Centre for European Studies and its member foundations, assesses government responses to the crisis at the national, EU and regional levels, and also offers policy recommendations. Governments should work with one another and with EU institutions to improve bank supervision and regulatory mechanisms. They should undertake fiscal consolidation measures, bearing in mind that government deficits and debt incur costs that burden future generations. Finally, they should undertake structural reforms such as creating flexible labour markets, increasing the retirement age and shaping efficient public institutions.
This book examines social change in Hungary, commencing with the period of late-stage socialism, the country’s immediate post-communist transition, its subsequent consolidation, and the emergence of authoritarian leadership since 2010. The volume seeks to employ a longitudinal and comparative perspective and provides comparison to other central and East European states that emerged from state socialism. The Hungarian regime change of 1989–1990 led to previously unimaginable social and economic transition. In recent decades, regime change and socioeconomic transition in Central and Eastern Europe have produced a library of literature, and transition studies has periodically become a discipline in its own right. The author uses an interdisciplinary approach – drawing from social history, sociology, statistics, and contemporary history – in order to understand and analyse social change in all its complexity. The adjustment problems of public finance in countries of Central and Eastern Europe (CEE) are often misunderstood and misinterpreted by western scholars. This book contributes to the bridging of the gap between what is being thought by external observers and what the actual public finance reality is, as described by competent local scholars. Popular political economy research has remained biased towards advanced countries and has neglected developing and transition economies. Publications on CEE countries? public finances seem to be reluctant to apply the conceptual framework of standard political economy to these countries because of the assumption that CEE economies are different from their Western peers. But is this really the case? Are CEE economies so much different that none of the well-known ?Western? political economy concepts or models can be applied to the analysis of fiscal performance in the region? Benczes demonstrates that they can be safely applied in the context of CEE economies as well. He sees no need to develop a separate or unique theory designed for the study and understanding of (one-time) transition economies. ÿ
