China and the International Astronomical Union

Astrometry of Fundamental Catalogues
Celestial fundamental catalogues are a prerequisite for the determination of absolute positions and motions in space. Presently, positional astrometry is at the watershed between classical fundamental catalogues, based on moving reference stars, and modern catalogues, based on extragalactic reference objects with non-measurable motion. This book addresses the concepts and methods of the respective construction techniques leading to the stellar frame of the FK5 (fifth fundamental catalogue) and to the newly adopted extragalactic radio reference frame, ICRF (international celestial reference frame), with its extension to optical wavelengths by the Hipparcos Catalogue. While principal outlines of meridian circle observations are given, emphasis is put in some detail on the VLBI technique as applied to astrometry, and to the observational techniques used in the Hipparcos mission, including the tie of the originally non-anchored rigid Hipparcos sphere into the ICRF.
The Multinational History of Strasbourg Astronomical Observatory
Strasbourg Astronomical Observatory is quite an interesting place for historians: several changes of nationality between France and Germany, high-profile scientists having been based there, big projects born or installed within its walls, and so on. Most of the documents circulating on the history of the Observatory and on related matters have however been so far poorly referenced, if at all. This made necessary the compilation of a volume such as this one, offering fully-documented historical facts and references on the first decades of the Observatory history, authored by both French and German specialists. The experts contributing to this book have done their best to write in a way understandable to readers not necessarily hyperspecialized in astronomy nor in the details of European history. Several appendices conclude the book: lists of council members and of Observatory scientific personnel, as well as a compendium of the institutional publications until the year 2000.

The XVlllth General Assembly of the International Astronomical Union was held in Patras, Greece, from 17-26 August 1982. It was marked by the tragic death of the President of the IAU, Professor M.K.V. Bappu, on August 19, 1982. This sad event, without precedent in the history of the Union, posed serious problems to the organization of the General Assembly, which could only be overcome by the full collaboration of all members, the organizers, and the Executive Committee.
