The Responsibility to Protect
From Kosovo to Libya, humanitarian intervention is seldom out of the news. While the 'Responsibility to Protect' (R2P) has often been at the centre of these debates, its effectiveness as a means of preventing and resolving mass atrocities is disputed. The book provides a systematic overview of the theory and practice of R2P, and examines how the doctrine has been interpreted and implemented since it was first conceived. Aidan Hehir argues that, while it has undeniably raised international consciousness regarding humanitarian intervention, R2P has not significantly improved the international response to large-scale intra-state crises. Hehir advances an alternative strategy involving a strengthening of international law – based around obligations rather than discretionary rights – and major structural reform to the United Nations. Hollow Norms and the Responsibility to Protect
This book explains why there is a pronounced disjuncture between R2P's habitual invocation and its actual influence, and why it will not make the transformative progress its proponents claim. Rather than disputing that R2P is a norm, or declaring that norms are insignificant, Hehir engages with post-positivist constructivist accounts on the role of norms to demonstrate first, that the efficacy of a norm is not directly related to the extent to which it is proliferated or invoked, and second, that in the post-institutionalization phase, norms undergo both contestation and (potentially regressive) reinterpretation. This volume analyses the evolution of R2P, and demonstrates that it has been steadily circumscribed and co-opted, so that today it has no power to meaningfully influence the behaviour of states. It is essential reading for academic audiences in the disciplines of International Relations and International Law.

Kosovo and the Internationals
This book applies insights into the nature and impact of hope from medical studies and political philosophy to contemporary international politics. It shows how the promotion of hope was central to the rise of the West, focusing on the case of statebuilding in Kosovo – widely regarded as one of the most iconic Western initiatives in the unipolar era. The book explores the effects of hope on both the internationals charged with governing Kosovo and local residents, and how two related pathologies of hope – “wilful” and “wishful” – have aligned to slow Kosovo’s progress since 1999. The author argues that Kosovo’s current plight is indicative of both the West’s decline and the dark side of hope, vividly illustrating the perils of “bad hope”. Yet the book explains why “dashed hope” need not lead to despair or violence, and why local initiatives in Kosovo demonstrate groups’ and individuals’ agency in forging progressive movements based on the principles and strategies of “good hope”.
