The present volume gathers together the talks presented at the second colloquim on the Future Professional Communication in Astronomy (FPCA II), held at Harvard University (Cambridge, MA) on 13-14 April 2010. This meeting provided a forum for editors, publishers, scientists, librarians and officers of learned societies to discuss the future of the field. Can scholarly journal articles and other scholarly works be made freely available on the Internet? The open access movement says "yes," and it is having a significant impact on scholarly publishing. There are two major open access strategies: (1) open access journals publish articles (typically peer-reviewed articles) that are free of charge and may be able to be reused under an open license (e.g., a Creative Commons license), and (2) self-archiving of digital e-prints (typically prepublication versions of articles) by authors in digital repositories, where they can be accessed free of charge and sometimes reused. Transforming Scholarly Publishing through Open Access: A Bibliography, which has over 1,100 references, provides in-depth coverage of published journal articles, books, and other works about the open access movement. Many references have links to freely available copies of included works.

The ability of storing, managing, and giving access to the huge quantity of data collected by astronomical observatories is one of the major challenges of modern astronomy. At the same time, the growing complexity of data systems implies a change of concepts: the scientist has to manipulate data as well as information. Recent developments of the `WorldWideWeb' bring interesting answers to these problems. The book presents a wide selection of databases, archives, data centers, and information systems. We examine the implications of lowering barriers to online access to scientific publications for science and innovation in developing countries. We investigate whether and how free or low-cost access to scientific publications through the UN-led Research For Life (R4L) initiative leads to more scientific publications and clinical trials of authors affiliated with research institutions in developing countries. We find that free or reduced-fee access to the health science literature through Hinari (WHO-led subprogramme) increases the scientific publication output and clinical trials output of institutions in developing countries. In contrast, once we control for selection bias, we do not find empirical support for a positive Hinari effect on knowledge spillovers and local institutions’ research input into global patenting, as measured by paper citations in patent documents. Main findings can be generalized to other R4L subprogrammes and are likely to also apply to the WIPO-led Access to Research for Development and Innovation (ARDI) programme.
The book is the first thorough overview of the first important steps to develop a worldwide virtual observatory so that, in the future, it could be easier to "dial-up" a part of the sky than wait many months to access a telescope. The articles in this book present details on the status of the first efforts to develop a standardized framework for the virtual observatory, including steps towards completion and deployment of technical infrastructure, uptake by data providers worldwide, and utilization by the scientific community.
