The Marine Corps and the State Department
This work is a complete history of the partnership between the Department of State and the United States Marine Corps. From its formation in 1775, the Corps developed a close working relationship with the diplomatic service of the Continental Congress and later, in 1798, with the newly created United States Department of State. The Marines accompanied U.S. diplomats to France in 1778 and worked closely with the State Department during the Barbary Wars and the opening of China. In 1905, an executive order by Theodore Roosevelt established a Marine Legation Guard, and the Corps played an increasingly important role in embassies across the globe. Today, the war on terrorism highlights this important relationship as Marines guard some of the most dangerous embassies in the world.

Moving his whole body, something that proved more difficult than he would have thought, he managed to raise his head high enough to sneak a peek outside the car's window. Networks in the Public Sector
Networks contain complex patterns of dependency and require multiple levels of analysis to explain their formation, structure, and outcomes. In this Element, the authors develop the Multilevel Network Framework. The framework serves as (i) a conceptual tool to think more deeply about network dynamics, (ii) a research tool to assist in connecting data, theory, and empirical models, and (iii) a diagnostic tool to analyze and categorize bodies of research. The authors then systematically review the network literature in public administration, management, and policy. They apply the Multilevel Network Framework to categorize the literature; identify significant gaps; examine micro, macro and cross-level relations; and examine relevant mechanisms and theories. Overall this Element helps readers to (i) understand and classify network research, (ii) use appropriate theoretical frameworks to examine network-related problems, (iii) understand how networks emerge and produce effects at different levels of analysis, and (iv) select appropriate empirical models.
Improving Early Literacy Outcomes
Through probing analyses of research, policy, and practice, the book argues that improving the teaching, learning, and assessment of early grade literacy is key not only to expanding quality, access, and equity of education, but also to unlocking all the other SDGs, and ultimately to driving development.
Neutrosophic Evaluation of Depression Severity
Among the mental illnesses, depression is a very common manifestation today. Various methods have been approached in the scientific literature to quantify depression, among which we may find the Hamilton scale. However, depression has a degree of uncertainty in its manifestation conditioned by the severity of the diagnosis. Problems of this nature have been addressed by science from neutrosophic modeling. Based on the scenario described above, the present research proposes a neutrosophic method for evaluating the level of depression. The method bases its operation on the adaptation of the Hamilton scale with neutrosophic numbers to quantify depressive disorder. The method uses the range to indicate the levels of severity of depression recognized by the American Psychiatric Association by means of neutrosophic numbers.

Capital Structure Decisions in Private and Public Firms
In this paper, I examine public and private firms' leverage choices using the Capital IQ database. I find that private firms' leverage is about 3.8 higher than that of public firms. I also find that asset tangibility has a much larger impact on the leverage decisions of private firms than it does on those of public firms. Moreover, during the recent financial crisis, private firms increased both their leverage and their net leverage compared to public firms. These changes in private firms' leverage are explained by a 21.3 percentage points decrease in their net debt issuance and a 42.6 percentage points decrease in their net stock issuance compared to public firms. Overall, the evidence suggests that due to informational asymmetries between firm corporate insiders and lenders, asset tangibility is the key determinant of private firms' ability to access debt markets, especially during bad times.
