This book offers a comprehensive overview of current space exploration in terms of geopolitical and commercial aspects. Despite multiple attempts to foster commercial activities in the field of space exploration, for decades the domain largely continued to be funded and led by governments in the form of national and international programmes. However, the situation changed with the retirement of the Space Shuttle and the introduction of NASA’s Commercial Orbital Transportation Services (COTS) programme, which employed an innovative procurement scheme based on competitive, performance-based, fixed-price milestones. The success of this programme marked an important milestone in the evolution of the relationship between government and industry. The growing opportunities for private actors to make more prominent contributions to space exploration also lie in the “New Space” ecosystem, a sectoral transformation characterised by a substantial increase in private investment and the emergence of commercial efforts to develop disruptive concepts and address new markets.
The Yearbook on Space Policy, edited by the European Space Policy Institute (ESPI), is the reference publication analysing space policy developments. Each year it presents issues and trends in space policy and the space sector as a whole. Its scope is global and its perspective is European. The Yearbook also links space policy with other policy areas. It highlights specific events and issues, and provides useful insights, data and information on space activities. The first part of the Yearbook sets out a comprehensive overview of the economic, political, technological and institutional trends that have affected space activities. The second part of the Yearbook offers a more analytical perspective on the yearly ESPI theme and consists of external contributions written by professionals with diverse backgrounds and areas of expertise. The third part of the Yearbook carries forward the character of the Yearbook as an archive of space activities. The Yearbook is designed for government decision-makers and agencies, industry professionals, as well as the service sectors, researchers and scientists and the interested public.

Der Sammelband nimmt erstmalig seit Ende des Kalten Krieges für den deutschsprachigen Raum eine komprimierte Bestandsaufnahme der aktuellen Aktivitäten, rechtlichen Rahmenbedingungen, politischen und militärischen Konfliktlinien und Kooperationsräume sowie weiterführender Trends und Herausforderungen im Weltraum vor. Dabei werden zum einen die rechtlichen, militärischen, wirtschaftlichen und technologischen Herausforderungen des Bedeutungszuwachses dieses strategisch gewichtigen Raumes analysiert. Alle Menschen sind Astronaut*innen - nachzulesen nicht nur bei Buckminster Fuller, sondern auch bei Michel Serres. Aber was bedeutet es, die Raumfahrt als gesellschaftliches Projekt zu reflektieren? Dieser Frage gehen die Beiträger*innen des Bandes im Hinblick auf die zwei wichtigen Dimensionen Wirtschaft und Kultur nach, die in Verbindung miteinander betrachtet werden. Die Analysen verdeutlichen, wie sich das technische Großprojekt der Raumfahrt in die Gesellschaft eingeschrieben hat, und lassen schlussfolgern, dass die Raumfahrt kein reines Elitenprojekt bleiben kann.
Il Laboratorio di diritto amministrativo nasce come iniziativa di incontro e scambio tra giovani studiosi della materia per discutere delle ricerche in corso di svolgimento. L’idea, nata dall’esperienza di quanto avviene in altre realtà, soprattutto al di fuori del nostro Paese, si fonda sulla necessità di collocare, nell’ambito di un percorso di ricerca sovente caratterizzato dalla ‘solitudine’ di chi lo intraprende, un momento di confronto dialettico all’interno della comunità scientifica; un momento in cui, cioè, la comunità stessa metta a disposizione del singolo le proprie eterogenee esperienze e conoscenze, di modo che questi possa conseguire un più proficuo sviluppo del suo lavoro, nell’ottica di un complessivo arricchimento reciproco. Gli esiti di tali ricerche, per l’anno 2019, sono oggetto di pubblicazione del presente volume, insieme agli ulteriori contributi ad essi correlati e ispirati dall’attività del Laboratorio.
