As environmental challenges grow larger in scale and implications, it is increasingly important to apply the best scientific knowledge in the decisionmaking process. Editors Farrell and Jäger present environmental assessments as the bridge between the expert knowledge of scientists and engineers on the one hand and decisionmakers on the other. When done well, assessments have a positive impact on public policy, the strategic decisions of private firms, and, ultimately, the quality of life for many people. This book is the result of an international, interdisciplinary research project to analyze past environmental assessments and understand how their design influenced their effectiveness in ...

Analysis of climate change policy innovations across North America at transnational, federal, state, and local levels, involving public, private, and civic actors. North American policy responses to global climate change are complex and sometimes contradictory and reach across multiple levels of government. For example, the U.S. federal government rejected the Kyoto Protocol and mandatory greenhouse gas (GHG) restrictions, but California developed some of the world's most comprehensive climate change law and regulation; Canada's federal government ratified the Kyoto Protocol, but Canadian GHG emissions increased even faster than those of the United States; and Mexico's state-owned oil compan...

Alternatives to the Indian Point Energy Center for Meeting New York Electric Power Needs

Since the September 11, 2001 terrorist attacks on the World Trade Center, many in the New York City area have become concerned about the possible consequences of a similar attack on the Indian Point nuclear power plantsâ€"located about 40 miles from Manhattan, and have made calls for their closure. Any closure, however, would require actions to replace the 2000 MW of power supplied by the plants. To examine this issue in detail, the Congress directed DOE to request a study from the NRC of options for replacing the power. This report presents detailed review of both demand and supply options for replacing that power as well as meeting expected demand growth in the region. It also assesses institutional considerations for these options along with their expected impacts. Finally, the report provides an analysis of scenarios for implementing the replacement options using simulation modeling.

Globalization, population growth, and resource depletion are drawing increased attention to the importance of common resources such as forests, water resources, and fisheries. It is critical that these resources be governed in an equitable and sustainable way. The Commons in the New Millennium presents cutting-edge research in common property theory and provides an overview and progress report on common property research. The book analyzes new problems that owners, managers, policy makers, and analysts face in managing natural commons. It examines recent findings about the physical characteristics of the commons, their complexity and interconnectedness, and the role of social capital. It also provides empirical studies and suggestions for sustainable development. The topics discussed include the role of financial, political, and social capital in deforestation, community efforts to gain political influence in Indonesia, the Maine lobster industry, outcomes of the implementation of individual transferable quotas in New Zealand and Iceland fisheries, and design of multilateral emissions trading for regional air pollution and global warming.
