The Impact Evaluation of Cluster Development Programs

Do cluster development programs work? Do they fundamentally encourage the essential inter-firm linkages and coordination? Do they lead to innovation and productivity, enterprise development, larger employment, and export growth, and if so, after how long? Do other firms benefit from these programs? This book offers insight into quantitative methods that help answer these questions. Cluster development is a form of modern industrial policy that is spreading across the world to help exploit the externalities emerging from geographical agglomeration and inter-firm coordination. Therefore, rigorous impact evaluations are necessary because they help policymakers understand better ways to design f...

Global Rupture makes a key intervention in debates on informal and precarious labour. Increasing recognition that informal and precarious labour is an enduring reality under neo-liberal capitalism, and the norm globally, rather than the exception has ignited debates around analytical frames, activist strategies and development interventions. This pathbreaking volume provides a corrective through drawing upon theoretically informed rich case studies from the world outside of North America, Europe, and Australasia. Each contribution converges on the enduring and expanding significance of informal and precarious work within the Global South—the most significant factor in preventing a worldwide decent work agenda. *Global Rupture: Neoliberal Capitalism and the Rise of Informal Labour in the Global South is now available in paperback for individual customers.

Fragile Governance and Local Economic Development

Much of our understanding of local economic development is based on large urban agglomerations as nodes of innovation and competitive advantage, connecting territories to global value chains. However, this framework cannot so easily be applied to peripheral regions and secondary cities in either the Global South or the North. This book proposes an alternative way of looking at local economic development based on the idea of fragile governance and three variables: associations and networks; learning processes; and leadership and conflict management in six Latin American peripheral regions. The case studies illustrate the challenges of governance in small and intermediate cities in Latin America, and showcase strategies that are being used to achieve a more resilient and territorial vision of local economic development. This book will be of interest to students and researchers of local economic development, urban and regional studies, and political economy in Latin America as well as to policy-makers and practitioners interested in local and regional economic development policy.

Literary Memoirs

Novelist, scholar, journalist, statesman, and leading member of Chile's "Generation of 1842"--an intellectual movement so named for the founding of the National University--José Victorino Lastarria (1811-1888) lived his life at the forefront of nineteenth-century Chilean and Spanish American culture, literature, and politics. Recuerdos Literarios (or Literary Memoirs) is his masterpiece, encompassing the candid memories of a tireless activist, both the creative and critical sensibilities of an influential Latin American early modernist, and an eyewitness account of the development of Chilean literature and historiography. An ardent, eloquent participant in every defining artistic and ideolo...

Negotiating Autonomy

The 1980s and ‘90s saw Latin American governments recognizing the property rights of Indigenous and Afro-descendent communities as part of a broader territorial policy shift. But the resulting reforms were not applied consistently, more often extending neoliberal governance than recognizing Indigenous Peoples’ rights. In Negotiating Autonomy, Kelly Bauer explores the inconsistencies by which the Chilean government transfers land in response to Mapuche territorial demands. Interviews with community and government leaders, statistical analysis of an original dataset of Mapuche mobilization and land transfers, and analysis of policy documents reveals that many assumptions about post-dictato...
