Aborda a participação social na gestão municipal brasileira. Apresenta as experiências de duas capitais, Salvador e Recife, entre 1986 e 2000, e mostra as dinâmicas implementadas para ampliar as políticas de participação social, principalmente nas áreas mais pobres das cidades. Analisa as diferenças nas formas de gestão, as lógicas que caracterizam o comportamento dos governantes, o jogo político e o peso dos atores locais na configuração da forma de governar nas duas cidades.
