Northern European Overture to War, 1939-1941
While the German invasion of Poland in September 1939 was a pivotal moment in European history and precipitated the outbreak of the Second World War western historiography has largely neglected Northern Europe. Two questions dominated the course of events, the Anglo-German contest for control of the access to the Atlantic Ocean and the Soviet-German contest for control of their former territories as a precursor to the future Total War they expected to wage against each other. This anthology of 23 essays considers both these issues collectively and provides a new international perspective on the region’s transition from the relative peace of the interwar era to the all out war following the German invasion of the Soviet Union in 1941. The second edition of the Historical Dictionary of Lithuania will serve as a useful introduction to virtually all aspects of Lithuania's historical experience, including the country's relations with its neighbors. This is done through a chronology, an introductory essay, an extensive bibliography, and over 300 cross-referenced dictionary entries on significant persons, places, and events; institutions and organizations; and political, economic, social, cultural, and religious facets.

Latvia in World War II
Valdis Lumans provides an authoritative, balanced, and comprehensive account of one of the most complex, and conflicted, arenas of the Second World War. Struggling against both Germany and the Soviet Union, Latvia emerged as an independent nation state after the First World War. In 1940, the Soviets occupied neutral Latvia, deporting or executing more than 30,000 Latvians before the Nazis invaded in 1941 and installed a puppet regime. The Red Army expelled the Germans in 1944 and reincorporated Latvia as a Soviet Republic. By the end of the war, an estimated 180,000 Latvians fled to the West. The Soviets would deport at least another 100,000. Drawing on a wide range of sources--many brought together here for the first time--Lumans synthesizes political, military, social, economic, diplomatic, and cultural history. He moves carefully through traditional sources, many of them partisan, to scholarship emerging since the end of the Cold War, to confront such issues as political loyalties, military collaboration, resistance, capitulation, the Soviet occupation, anti-Semitism, and the Latvian role in the Holocaust.
A Baltic League as a Construct of the New Europe
The emergence of the idea of Baltic Sea unity and of Baltic cooperation seem to be the issues which unify the two big epoch-making periods, the end of the First World War and the end of the Cold War. In both periods, the Baltic Sea connection has been seen to offer a coordinate for remapping the location of the eastern Baltic nations, the Estonians and Latvians, in particular. Why has the Baltic Sea area played so important a role as a construct of the new Europe? This is the question examined in this study, which focuses on the period after the First World War when the disintegration of European multinational empires meant a shift in the international system from the hegemony of a few great powers to the heterogeneity of small states. As a part of this process, the concepts of sovereignty and national self-determination were redefined by the small states themselves so that they would manage to find their place in the world of the great powers. One expression of this transition period was a lively Baltic cooperation, which attained an exceptional pitch of intensity in the Europe of its time.
