Hard Lessons: the Iraq Reconstruction Experience
A combination of poor planning, weak oversight and greed cheated U.S. taxpayers and undermined American forces in Iraq and Afghanistan. U.S. taxpayers have paid nearly $51 billion for projects in Iraq, including training the Iraqi army and police and rebuilding Iraq's oil, electric, justice, health and transportation sectors. Many of the projects did not succeed, partly because of violence in Iraq and friction between U.S. officials in Washington and Iraqi officials in Baghdad. The U.S. gov¿t. "was neither prepared for nor able to respond quickly to the ever-changing demands" of stabilizing Iraq and then rebuilding it. Brazil and the Struggle for Rubber
Brazil once enjoyed a near monopoly in rubber when the commodity was gathered in the wild. By 1913, however, cultivated rubber in South-east Asia swept the Brazilian gathered product from the market. In this innovative study, Warren Dean demonstrates that environmental factors have played a key role in the many failed attempts to produce a significant rubber crop again in Brazil. In the Amazon attempts to shift to cultivated rubber failed repeatedly. Brazilian social and economic conditions have been blamed for these failures, in particular the failure of local capitalists and the refusal of the working class to accept wage labour. Dean shows in this study, however, that the difficulty was mainly ecological: the rubber tree in the wild lives in close association with a parasitic leaf fungus; when the tree was planted in close stands, the blight appeared in epidemic proportions.

The Belt and Road Initiative
This book is an analysis of the developments associated with the Belt and Road Initiative (B&RI) five years after Xi Jinping announced both the Silk Road Economic Belt (SREB) and the 21st Maritime Silk Road (21MSR). Together, these two dimensions constitute the B&RI, providing the so-called Chinese ‘project of the century’ with regional, inter-regional and global reach. This book aims at assessing the impact of the B&RI in all these dimensions and levels of influence. This is a current and promising theme, not only in the short and medium terms, but also within a broader timescale, reflecting Chinese strategic thinking itself, since Chinese philosophy and culture are oriented towards long-term and inter-generational perspectives. Likewise, both the title of this publication and the way it has been organized result from the empirical perception that China asserts a conservative attitude towards foreign affairs, redesigned in multiple dimensions, to create a perception of domestic unity and global prestige. In this vein of thought, the B&RI is already influencing and will continue to influence, directly or indirectly, the current economic and political order.
