Most large river basins in the world are transboundary. Experience with such basins emphasizes the urgent need for more efficient transnational water management. In an increasingly urbanized world, water systems must be designed and operated according to innovative standards in terms of climate adaptation, resource efficiency, sustainability and resilience. This grand challenge triggers unprecedented questions for hydro-environment research and engineering. Shifts in paradigms are urgently needed in the way we view (circular) water systems, water as a renewable energy (production and storage), risk management of floods, storms, sea level rise and droughts, as well as their consequences on water quality, morphodynamics (e.g., reservoir sedimentation, scour, sustainability of deltas) and the environment. Addressing these issues requires a deep understanding of basic processes in fluid mechanics, heat and mass transfer, surface and groundwater flow, among others.
Beyond hegemonic thoughts, the Post-Western sociology enables a new dialogue between East Asia (China, Japan, Korea) and Europe on common and local knowledge to consider theoretical continuities and discontinuities, to develop transnational methodological spaces, and co-produce creolized concepts. With this new paradigm in social sciences we introduce the multiplication of epistemic autonomies vis-à-vis Western hegemony and new theoretical assemblages between East-Asia and European sociologies. From this ecology of knowledge this groundbreaking contribution is to coproduce a post-Western space in a cross-pollination process where “Western” and “non-Western” knowledge do interact, articulated through cosmovisions, as well as to coproduce transnational fieldwork practices.
River Flow 2022 includes the keynote lecture and contributed papers presented at River Flow 2022, the 11th International Conference on Fluvial Hydraulics (8-10 November 2022, Kingston and Ottawa, Canada; held virtually). Since the first implementation by Electricité de France on the Goulours dam (France) in 2006, the Piano Key Weir has become a more and more applied solution to increase the discharge capacity of existing spillways. In parallel, several new large dam projects have been built with such a flood control structure, usually in combination with gates.
