This book explores how the policy-making process is changing in the very volatile conditions of present day mainland China, Taiwan and Hong Kong. It considers the overall background conditions – the need to rebalance in mainland China after years of hectic economic growth; governance transition and democratic consolidation in Taiwan; and governance crisis in Hong Kong under a regime of uncertain legitimacy. It examines the various actors in the policy-making process – the civic engagement of ordinary people and the roles of legislators, mass media and bureaucracy – and discusses how these actors interact in a range of different policy cases. Throughout the book contrasts the different approaches in the three different jurisdictions, and assesses how the policy-making process is changing and how it is likely to change further.

Designing Governance Structures for Performance and Accountability discusses how formal and informal governance structures in Australia, the People’s Republic of China (PRC) and Taiwan may be designed to promote performance and to ensure accountability. The book presents a selection of papers developed from the Greater China Australia Dialogue on Public Administration’s seventh workshop held in June 2017 hosted by City University of Hong Kong. Insights are provided on both current developments in the different contexts of the three jurisdictions examined, and on broader institutional and organisational theories. Chapters cover theories of organisational forms and functions in public admi...

The Chinese economy is currently undergoing an institutional transformation as profound as the replacement of the people's communes with the household responsibility system in the early 1980s and the emergence of township and village enterprises as the main locus of economic dynamism in the second half of the 1980s. This third dramatic transformation is the emergence of the private sector as the main source of the country's economic growth. This book discusses the key issues in private sector development in China and includes: An overview of the development of private enterprises in China Analysis of the development and emerging paths toward private enterprise Examination of the business env...

This book draws on more than a decade of workshops organised by the Greater China Australia Dialogue on Public Administration, involving scholars and practitioners from Mainland China, Hong Kong, Taiwan and Australia. Although these workshops recognised the major differences in the institutional frameworks of these jurisdictions, until recently they focused largely on the shared challenges and the diffusion of ideas and approaches. As rising international tensions inevitably draw attention to areas where interests and philosophies diverge, it is the differences that must now be highlighted. Yet, despite the tensions, this book reveals that these jurisdictions continue to address shared chall...

China Review 2000

The showing of sophisticated modern weapons during the fiftieth anniversary of the Chinese Communist Party heralded China's emergence as a great power in the arena of politics. At the same time, China was finally admitted to the World Trade Organization after thirteen years' negotiation. With its two-digit GNP annual growth rate, China seemed poised to become the second-largest economy in the world. Many analysts argue that China will play an increasingly important role in the future, whether in politics or economics. China Review 2000 features a review of overall changes in the political, economic, social and business environments during the past twenty years of reform, along with perspectives on major issues confronting the People's Republic in the new millennium.

During the past quarter century Jonathan Unger has interviewed farmers and rural officials from various parts of China in order to track the extraordinary changes that have swept the countryside from the Maoist era through the Deng era to the present day. A leading specialist on rural China, Professor Unger presents a vivid picture of life in rural areas during the Maoist revolution, and then after the post-Mao disbandment of the collectives. This is a story of unexpected continuities amidst enormous change. Unger describes how rural administrations retain Mao-era characteristics - despite the major shifts that have occurred in the economic and social hierarchies of villages as collectivizat...

China and the Transformation of Global Capitalism

This volume explains China's economic rise and liberalization and assesses how this growth is reshaping the structure and dynamics of global capitalism in the twenty-first century. China has historically been the center of Asian trade, economic, and financial networks, and its global influence continues to expand in the twenty-first century. In exploring the causes for and effects of China's re surging power, this volume takes a broad, long-term view that reaches well beyond economics for answers. Contributors explore the vast web of complex issues raised by China's ascendancy. The first three chapters discuss the global and historical origins of China's shift to a market economy and that transformation's impact on the international market system. Subsequent essays explore the ability of large Chinese manufacturers to counter the might of transnational retailers, the effect of China's rise on world income distribution and labor, and the consequences of a stronger China for its two most powerful neighbors, Russia and Japan. The concluding chapter questions whether China's growth is sustainable and if it will ultimately shift the center of global capitalism from the West to the East.
