Public management research has in recent years paid increasing attention to the third sector, especially to its role in the provision of public services. Evidence of this is the rising number of publications on the topic, as well as a growing number of sessions and papers on the topic in academic conferences of the EGPA and IRSPM. However, much of the discussion on its role is motivated at least as much by ideology as by fact. We still lack a proper empirical understanding of what happens when the third sector is drawn into public service provision. In this thematic presentation of Co-Production: The Third Sector and the Delivery of Public Services, we will try to enhance this understanding by presenting several new studies on the subject. We also introduce the concepts of co-production, co-management and co-governance as a conceptual framework that enables us to better understand such developments.

Despite an increase in the sheer number of child-care facilities available, governments and institutions have not been able to keep pace with the enormous demand by working parents for appropriate and affordable care for their children. The past few decades have seen the entry into the labour force of large numbers of women, many of whom have young children. Yet the achievement of equality between men and women in employment is hampered by the fact that women still have to assume the major burden of household work and child care. This paper is one of several intended to consider early childhood care and education within the context of Canada's National Children's Agenda. The paper takes the position that a blended, coherent system of early childhood development programs incorporating child care, early childhood education, and family support services should be available in every community. The current array of policies and programs in Canada is examined, and options are considered for developing the proposed system of early child development programs. The paper is organized into five sections: (1) an introduction to early child development programs; (2) the roots of early child development programs in Canada; (3) a description of existing early child development programs; (4) a discussion of dominant public policy directions; and (5) a proposed agenda for creating a system of early child development in Canada. In 1992, a preventable explosion at the Westray Mine in Plymouth, Nova Scotia, killed twenty-six miners. More than a decade later, the government introduced revisions to the Criminal Code of Canada aimed at strengthening corporate criminal liability. Bill C-45, dubbed the Westray bill, requires employers to ensure a safe workplace and attributes criminal liability to organizations for seriously injuring or killing workers and/or the public. In Still Dying for a Living, Steven Bittle turns a critical eye on Canada’s corporate criminal liability law. Interweaving Foucauldian and neo-Marxist literatures with in-depth interviews and parliamentary transcripts, Bittle reveals how various legal, economic, and cultural discourses surrounding the Westray bill downplayed the seriousness of workplace injury and death, effectively characterizing these crimes as regrettable but largely unavoidable accidents. As long as the primary causes of workplace injury and death are not properly scrutinized, Bittle argues, workers will continue to die in the pursuit of earning a living.
