Worldwide diseases have changed to include more chronic conditions, while the majority of current health systems continue to provide treatment and acute care rather than continuity of care. Even more dramatic changes in the health needs of the world population are anticipated, with non-communicable diseases as the leading cause of disability.This publication, drawn up by a Council of Europe Committee of Experts, proposes appropriate means of prevention aimed at reducing disabilities caused by chronic disease. Recommendations made include: the setting up of individualised programmes of psycho-social rehabilitation aimed at the full development of the person, and the adoptions of measures to promote the full integration of people with disabilities into society.

Additional Protocol to the Convention on Human Rights and Biomedicine Concerning Genetic Testing for Health Purposes

Biological and medical research has led to remarkable progress in the field of human health. The rapid developments in this sphere have prompted the Council of Europe to consider the ethical and legal aspects of applications of genetics, particularly genetic testing, and to draw up legal rules to protect fundamental human rights with regard to these applications. The new Protocol sets down principles relating inter alia to the quality of genetic services, prior information and consent and genetic counselling. It lays down general rules on the conduct of genetic tests, and, for the first time at international level, deals with the directly accessible genetic tests for which a commercial offer could develop in future. It specifies the conditions in which tests may be carried out on persons not able to consent. Also covered are the protection of private life and the right to information collected through genetic testing. Finally, the Protocol touches on genetic screening.

In March 2011, the Natural Resources Defense Council (NRDC), an environmental activist group, released a questionable report alleging that chemical exposures throughout the country have led to numerous "disease clusters." The group called for far-reaching reforms that would place huge financial burdens on chemical manufacturers and American taxpayers. Accelerated job loss and restrictions or bans on safe and usefulproducts would be the consequences of the misguided concern generated by this (and similar) scientifically flawed warnings. In response, the American Council on Science and Health (ACSH), basing our analysis on well established principles of scientific investigation, critically evaluated the NRDC's purported disease clusters and assessed the depth of the evidence-based support for these claims. This publication is a case-by-case investigation of each of the NRDC's claims. We explain why, with few exceptions, their allegationshave no scientific basis and fly in the face of the conclusions reached by objective governmental public health agencies.
