Space Research: Content and Coordination of Space Science and Technology Strategy Need to be More Robust
Each year, the U.S. spends billions of dollars on space-based systems to support national security activities. The National Defense Authorization Act for FY 2010 requires the DoD and the Director of National Intelligence (DNI) to develop and issue a space science and technology (S&T) strategy every two years addressing S&T goals and a process for achieving these goals, among other requirements. This report addresses: (1) the extent to which the strategy meets the statutory requirements; (2) if other approaches could be used to enhance the usefulness of the strategy; and (3) the extent of coordination efforts used in developoing the strategy. International Spacer Station
In 2010, after about 25 years of work and the expenditure of billions of dollars, the International Space Station (ISS) will be completed. According to NASA, the ISS crew will then be able to redirect its efforts from assembling the station to conducting research. In 2005, Congress designated the ISS as a national lab.; in addition, NASA is required to provide a research management plan for the ISS National Lab. This report reviewed the research use of the ISS, and: (1) identified how the ISS is being used for research and how it is expected to be used once completed; (2) identified challenges to maximizing ISS research; and (3) identified common management practices at other national lab¿s. and large science programs that could be applicable to the management of the ISS. Missile Defense
Since 2002, Congress has required an assessment of the Missile Defense Agency's (MDA) annual fiscal year cost, schedule, testing, and performance progress in developing the Ballistic Missile Defense System (BMDS). This report specifically assesses MDA's progress in: (1) delivering missile defense assets as scheduled; (2) improving accountability and transparency over the past year; (3) implementing the European Phased Adaptive Approach; (4) implementing changes to the Ground-based Midcourse Defense program; (5) implementing the targets revised acquisition strategy identified in 2009; and (6) testing the BMDS and developing its modeling and simulations to assess performance. NASA
After the planned retirement of the space shuttle in 2010, NASA will face a cargo resupply shortfall for the International Space Station of 40 metric tons between 2010 and 2015. NASA budgeted $500 million in seed money to commercial partners to develop new cargo transport capabilities through its Commercial Orbital Transport. Services (COTS) project. These agreements are not fed. gov¿t. contracts, and are not subject to fed. laws and reg¿s. that apply to fed. govt. contracts. This report examines NASA's mgmt. of the COTS project and its expend. In addition, it examines: (1) NASA's reliance on commercial partners to meet the space station's cargo resupply needs; and (2) progress or challenges in developing commercial space transport capabilities.
NASA Workforce
Congress expanded the Nat. Aeronautics and Space Admin.¿s (NASA) ability to use term appointments to fill civil service positions in 2003. NASA sought this flexibility to ensure that it could hire and retain the workforce it desired. In a joint explanatory statement accompanying the Consolidated Appropriations Act, 2008 (P.L. No. 110-161), Congress asked for a review of NASA¿s use of term appointments for civil servant positions. The Committee was briefed on the results of the review. This report summarizes that briefing, which is reprinted in full as an enclosure. Charts and tables.
Space Acquisitions
DoD invests heavily in space assets to provide the warfighter with intelligence, navigation, and other info. critical to conducting military operations. Despite a substantial investment, senior military commanders have reported shortfalls in tactical space capabilities in each recent major conflict over the past decade. To provide short-term tactical capabilities as well as identify and implement long-term solutions to developing low cost satellites, DoD initiated operationally responsive space (ORS). Following a 2006 review of ORS, the Congress directed DoD to submit a report that sets forth a plan for providing quick acquisition of low cost space capabilities. This report focuses on the status of DoD¿s progress in responding to the Congress. Illustrations.
