Michael Williams examines the chieftaincy and how it has sought to assert its power since the end of apartheid. By taking local-level politics seriously and looking closely at how chiefs negotiate the new political order, Williams takes a position between those who see the chieftaincy as an indigenous democratic form deserving recognition and protection, and those who view it as incompatible with democracy. Williams describes a network of formal and informal accommodations that have influenced the ways state and local authorities interact. In 2017, late Tanzanian president John Magufuli publicly declared a war on drug users in Tanzania, an unprecedented change in policy in a country leading harm-reduction initiatives in East Africa. In the fall of 2018, Dane Degenstein traveled to Dar es Salaam to learn about these policy changes from those directly impacted. The War on Drugs in Tanzania: Prohibition and Punishment examines the impact of crackdowns on people who use drugs and the impact of policy changes that curtail progressive and humane approaches to improving services for drug users. Degenstein explores how the Tanzanian government sidelined donors and NGOs, undertook a project that directly impinged on human rights, and produced narratives contributing to a global war on drugs. Using the case study of Tanzania, Degenstein draws out larger lessons on the continued international commitment to the war on drugs, how old ideologies that see drug users as criminals and failures continue to be produced, and how the war on drugs erases the perspectives of drug users themselves. In this book Ousman Kobo analyzes the origins of Wahhabi-inclined reform movements in two West African countries. Commonly associated with recent Middle Eastern influences, reform movements in Ghana and Burkina Faso actually began during the twilight of European colonial rule in the 1950s and developed from local doctrinal contests over Islamic orthodoxy. These early movements in turn gradually evolved in ways sympathetic to Wahhabi ideas. Kobo also illustrates the modernism of this style of Islamic reform. The decisive factor for most of the movements was the alliance of secularly educated Muslim elites with Islamic scholars to promote a self-consciously modern religiosity rooted in the Prophet Muhammad’s traditions. This book therefore provides a fresh understanding of the indigenous origins of “Wahhabism.”
