Who is really making EU laws and regulations? Formally, and according to most popular accounts, responsibility lies with European politicians who are directly elected (MEPs) or indirectly accountable to elected bodies at the European or national level (council). In practice, however, as this book shows, things can be very different. The real makers of European legislation and rules are frequently unelected and far from the public gaze. This book describes and evaluates the role of many such unseen lawmakers, including commission officials, experts from national governments and companies, lobbyists, secretaries of the council and others.

EU Enlargement and the Environment

This volume focuses attention on key environmental and institutional changes associated with eastern expansion of the European Union, assessing and challenging prevailing views about the outcomes and processes of this historic development. Looking at four central themes -- capacity changes and limitations, the EU's mixed messages and conflicting priorities, non-state actor roles and developments, and the exchange of ideas and information - the volume shows that enlargement will change the EU, not just make it bigger, and that EU officials and programs are improving aspects of environmental policy in CEE countries even as they are making others less sustainable. This book was previously published as a special issue of the journal Environmental Politics.

The global business environment has never been so complex, making supply chains more fragile than ever. A stable business environment seems like a distant dream in today's global marketplace; instability, not stability, has become the norm. Anti-globalization and nationalization, coupled with populist movements and transnational terrorism, just to name a few targeting global supply chains, now pose significant challenges and risks when doing business across the globe. To address such issues, Political Risk Management for the Global Supply Chain: Provides an overview of basic political terminology and political risk management Presents the basic processes of political risk management Examines...

Procedural Politics

This book was first published in 2004. Under what conditions, in what ways, and with what effects do actors engage in politics with respect to, rather than merely within, political institutions? Using multiple methods and original data, Procedural Politics develops a theory of everyday politics with respect to rules - procedural politics - and applies it to European Union integration and politics. Assuming that actors influence maximizers, it argues and demonstrates that the jurisdiction ambiguity of issues provides opportunities for procedural politics and that influence-differences among institutional alternatives provide the incentives. It also argues and demonstrates that procedural politics occurs by predictable means (most notably, involving procedural coalition formation and strategic issue-definition) and exerts predictable effects on policymaking efficiency and outcomes and long-run institutional change. Beyond illuminating previously under-appreciated aspects of EU rule governance, these findings generalize to all rule-governed political systems and form the basis of fuller accounts of the role of institutions in political life.
