Das Politikfeld der Inneren Sicherheit ist seit 9/11 verstärkt im Wandel begriffen. Dieser Wandel, so die These, wurde zunächst sprachlich realisiert, denn (Un-)Sicherheit sowie Bedrohungen werden in der Öffentlichkeit sprachlich konstruiert und zugleich wird sprachlich eine Legitimationsbasis für politische Entscheidungen geschaffen. 9/11 musste deshalb in seiner Relevanz für die Bundesrepublik gedeutet sowie verschiedene Bedrohungsszenarien und deren sicherheitspolitische Bearbeitung von den sicherheitspolitischen Akteuren entworfen werden. Den sicherheitspolitischen Wandel als diskursive Konstruktion zu begreifen, trägt der Interpendenz von Sprache, Diskurs und Sicherheitspolitik Rechnung. Über die Analyse des bundespolitischen Diskurses zur Inneren Sicherheit können seine konstitutiven Elemente dekonstruiert und die Frage nach anderen Rekonstruktionen gestellt werden.
