El tema tiene una especial trascendencia actual en España, único país de la Unión Europea que carece todavía de una autoridad independiente en este campo. Sin embargo hay ya ricas experiencias en algunas Comunidades Autónomas, con consejos como los de Cataluña o Navarra, homologables a nivel europeo, y en los últimos meses se ha producido en los medios un fuerte debate sobre este asunto.
