Essays in Political Economy
In dieser Dissertation wird die Wechselwirkung zwischen der Wirtschaft und den Wahlen, Politikern und Politik untersucht. Um die Wähler über die Folgen ihrer Wahlentscheidung zu informieren, ist das Verständnis der Dreiecksbeziehung zwischen der Wirtschaft, den politischen Akteuren und den Politiken von entscheidender Bedeutung. In repräsentativen Demokratien bestimmen die Bürger*innen nicht direkt die Politik. Sie wählen Politiker, die als unvollkommene Repräsentanten des Wählerwillens agieren. Sie behandeln jeweils bestimmte Aspekte von Politiken, insbesondere Präferenzen, Formulierungen, zeitliche Implementierungen und Auswirkungen. Während jedes Kapitel eine in sich abgeschlossene Studie darstellt, empfiehlt es sich, der vorgegebenen Struktur zu folgen: Kapitel 1 untersucht die Folgen einer speziellen Steuerreform, nämlich einer Zollerhöhung, für das BIP-Wachstum, die Handelsbilanz und die Staatsfinanzen. Political Leaders and Macroeconomic Expectations
Can one single political leader influence macroeconomic expectations on a global scale? We design a large-scale survey experiment among influential economic experts working in more than 100 countries and use the 2020 US presidential election as a quasi-natural experiment to identify the effect of the US incumbent change on global macroeconomic expectations. We find large effects of Joe Biden's election on growth expectations of international experts, working through more positive expectations about trade. The electoral outcome particularly affected the expectations of Western allies and increased global economic uncertainty. Our findings suggest important political spillover effects in the formation of macroeconomic expectations.
Electoral Cycles in Tax Reforms
We examine electoral cycles in tax reforms using monthly data over the period of 1990-2018 for 22 advanced economies and emerging markets. We show that governments tend to avoid announcing tax reforms during the months running up to elections. In addition, they become more likely to announce those reforms in the first few months following elections, indicating that “political capital” plays a role in the timing of reforms. These patterns are broad-based regarding the changes in tax base and rate, and for various types of taxes. We also find that the pre-election decrease in the likelihood of tax reform announcements is stronger in emerging markets, and weaker in the countries with relatively better institutional quality. Finally, our results indicate that neither fiscal rules nor IMF programs appear to have differential effects on electoral cycles in tax reforms.
Read My Lips?
Research on many important questions on taxation is impeded by a lack of cross-nationally comparable data. We introduce a new dataset that includes quantitative harmonized indices of tax reforms based on qualitative information of about 900 Economic Surveys from the OECD and 37,000 tax-related news from the IBFD archives collected by the IMF (Amaglobeli et al., 2018). Our dataset provides indicators on tax reforms for tax rates and tax bases, along with detailed sub-indices for six types of taxes (23 countries, 1960-2014). Relating tax reforms to the timing of elections, we provide first empirical evidence on electoral cycles in tax reforms on the national level. Our results show that politicians postpone tax rate increases to after elections. Examining heterogeneity across tax types, we find that electoral cycles are particularly pronounced for value added tax rates and personal income tax rates.
Protectionism and Economic Growth
We investigate how protectionist policies influence short-run economic growth. Our empirical strategy exploits an extraordinary tax scandal that gave rise to an unexpected change of government in Sweden. A free-trade majority in parliament was overturned by a protectionist majority in 1887. We employ the synthetic control method to select control countries against which economic growth in Sweden can be compared. We do not find evidence suggesting that protectionist policies influenced economic growth and examine channels why. Tariffs increased government revenue. However, the results do not suggest that the protectionist government stimulated the economy by increasing government expenditure.

Der Weg zu einer Nachhaltigen Sozialen Marktwirtschaft ist allerdings gekennzeichnet von komplexen wirtschaftspolitischen Fragestellungen und Zielkonflikten. Um materiellen Wohlstand, soziale Gerechtigkeit und ökologische Nachhaltigkeit gleichzeitig sichern zu können, bedarf es einer klug austarierten Wirtschaftspolitik mit einem zeitgemäßen und praxistauglichen Zielsystem. Unsere Publikation definiert sieben Zieldimensionen einer Nachhaltigen Sozialen Marktwirtschaft und analysiert deren jeweilige Wechselwirkungen mit dem zentralen Ziel der ökologischen Nachhaltigkeit. Anhand aktueller empirischer Erkenntnisse und mithilfe ökonomischer Theorie zeigen wir, wo Konflikte bestehen und wo Ziele im Einklang miteinander sind. Mit Blick auf die wirtschaftspolitische Steuerung der Transformation benennt das Buch zentrale Stellhebel, um Zielkonflikten vorzubeugen und sie aufzulösen sowie Synergiepotenziale freizusetzen.
