The current COVID-19 crisis has shown the importance of supply chain diversification to mitigate the negative effect of unexpected supply shocks. The decision of the United Kingdom to leave the European Union poses additional challenges to foreign trade: Irrespective of the outcome of the Brexit negotiation, trade costs between the UK and the EU will increase as a response to Brexit and cause disruptions in trade relations. Trade shocks hitting one bilateral country pair might be more severe for goods that are highly dependent on few suppliers, as they cause an increase in costs and, in the worst case, supply chain disruptions. This report takes a detailed look at goods that are dependent on few suppliers and shows that few products are imported solely from the UK, representing a negligible share of imports.

This paper presents a new global tariff database covering tariffs at the six-digit product level for 197 importing countries and their trading partners for 30 years, namely 1988 to 2017. I deal simultaneously with the two major issues, missing data and misreporting, almost doubling the number of available tariffs from 2.9 to 5.7 billion. The improvement in the data is particularly relevant for developing countries. With this new dataset at hand I document numerous new facts about tariffs around the world improving our understanding of how countries set tariffs substantially.

Are Capital Goods Tariffs Different?

In this paper we demonstrate the importance of distinguishing capital goods tariffs from other tariffs. Using exposure to a quasi-natural experiment induced by a trade reform in Colombia, we find that firms that have been more exposed to a reduction in intermediate and consumption input or output tariffs do not significantly increase their investment rates. However, firms’ investment rate increase strongly in response to a reduction in capital goods input tariffs. Firms do not substitute capital with labor, but instead also increase employment, especially for production workers. Reduction in other tariff rates do not increase investment and employment. Our results suggest that a reduction in the relative price of capital goods can significantly boost investment and employment and does not seem to lead to a decline in the labor share.
