La tesis trata de la vida, obra y pensamiento economico de Uztariz 1670-1732). En primer lugar se estudia su carrera militar y en la administracion, asi como sus relaciones con la nobleza y los hombres de negocios. En segundo lugar se analizan los informes ineditos de Uztariz. En tercer lugar se analiza su obra principal la teorica y practica de comercio y marina, cuya primera edicion es de 1724. Por ultimo, a la vista de lo anterior, se realiza una valoracion del pensamiento economico de Uztariz.
