"Many of the laws and policies that govern officer career management (often collectively referred to as "DOPMA," after the Defense Officer Personnel Management Act of 1980) have been in place for decades. DOPMA has served the needs of the services reasonably well, but the current system may not meet the requirements of the future operating environment. One criticism of DOPMA is that it does not allow for much variety in officers' career paths because it is time-driven. Alternatively, officers' competencies are now emerging as the basis for career management. In this monograph, the authors demonstrate how a competency-based officer personnel management system could provide more flexibility in preparing military officers for the wide range of roles and missions of the U.S. military in the 21st century. This report documents the exceptional cross-service harmony that the U.S. Air Force and U.S. Navy have steadily developed in their conduct of integrated strike operations since the first Persian Gulf War in 1991. That close harmony contrasts sharply with the situation that prevailed throughout most of the Cold War, when the two services maintained separate and unique operating mindsets and lacked any significant interoperability features.
As the Air Force faces manpower end-strength reductions of approximately 40,000 active duty personnel, it becomes more difficult to support the air and space expeditionary force (AEF) construct using current force employment practices. These manpower reductions could leave the active component without sufficient end-strength personnel authorizations to support current operational requirements. The Air National Guard (ANG), on the other hand, will not undergo significant manpower reductions, but it will be affected by the Air Force structure planning under way in support of the Quadrennial Defense Review (QDR) and Base Realignments and Closure (BRAC) that calls for the retirement of a significant number of legacy aircraft. This could potentially leave the ANG with a large number of highly trained, highly experienced personnel with no aircraft to operate and support.
